- INTENT TO AWARD SOLE SOURCE Under the authority of 6.302-1, the Naval War College, College of Leadership and Ethics intends to award a sole source Firm-Fixed Price level of effort contract to Dr. Carol-Lynne Moore. The anticipated level of effort will be 90 hours and the period of performance will be one year from date of award with an option year. Under the authority of 10 USC 2304(c) (1) pursuant to FAR 6.302-1(a) (2), the product or services needed by the agency are available from only one responsible source or only from a limited number of responsible sources and no other type of property or services will satisfy the needs of the agency. The following Knowledge, Skills and Abilities specific to these courses are: The contractor shall have at least eight years of recent experience working with and supporting movement pattern analysis and the related work of body leads analysis of political leadership. The contractor shall have previous first-hand experience with the ALEADMOVE mission in leadership assessment and exceptional experience and knowledge in movement theory, and MPA and the practice of movement, in particular. The contractor shall have recent experience conducting analysis of selected foreign leaders; insight into application of MPA to remote profiling; and conduct of live profiling. The contactor shall have experience conducting advanced training in MPA for the PI and sensitivity training to faculty and staff associates at the Naval War College. The contractor should have experience serving as a theoretical consultant on the science, theory, practice of MPA, decision-making and team building. The contractor should have the ability to contribute to the design of future research, ongoing testing and application, collaboration, and writing activities in form of white papers, reports and book chapters. Advises project on professional consulting, intervention and academic applications of the MPA work as appropriate. A determination not to compete this proposed contract is based on market research and is solely within the discretion of the government. As evidenced in the sole source justification provided by the requiring activity and attached there is only one contractor that has the specific qualifications that meet the peculiar requirements of this contract. All responsible sources may submit a capability statement, or quotation which shall be considered by the agency. The solicitation will be released on or about 13 March 2019 with a closing date of 21 March 2019.The NAICS code is 541720 - Research and Development in the Social Sciences and Humanities, and has a small business size standard of $20.5M.
