PLEASE RSVP WITH THE NUMBER OF ATTENDEES TO patti_auten@nps.gov by TUESDAY, APRIL 9, 2019 Participants are to meet at: Beaver Meadows Visitor Center 1000 US-36, Estes Park, CO 80517 THE ESTIMATED PERIOD OF PERFORMANCE HAS BEEN UPDATED TO JULY 2019 - JUNE 2020 ********************************************************************** Replace Beaver Meadows Visitor Center HVAC, Rocky Mountain National Park, Larimer County, CO ROMO 230407 The National Park Service (NPS), Department of Interior (DOI), Intermountain Region/Lakewood MABO, is soliciting proposals on a Service-Disabled Veteran Owned Small Business set aside from all interested businesses within the having the capability to perform the work described below. The solicitation will be issued electronically on the Federal Business Opportunities website at www.fbo.gov. Proposal documents will be available for download in Microsoft Word, HTML, Microsoft Excel, and Adobe PDF; Drawings and specifications will be available in Adobe PDF format. Please Note: Paper copies of the solicitation will not be made available. Vendors can search for opportunities and award history on www.fbo.gov without registering. The Federal Business Opportunities (www.fbo.gov) website has an Interested Vendors List where you can add your company's interest. Registering provides the opportunity to receive notifications; this is a tool of convenience only and does not serve as a guarantee of notification. Interested vendors and plan holders are required to visit the website periodically to check for amendments and other changes to the synopsis or solicitation documents. Prospective offerors desiring to conduct business with the DOI are required to have an active registration in the Systems for Awards Management (SAM) at www.sam.gov. and a DUNS number in order to conduct business with the Federal Government. This pre-solicitation announcement is not a solicitation document, but pre-notice of an upcoming solicitation. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued on or after the date listed below. Proposed Solicitation Issue Date: Solicitation will be issued AT A LATER DATE. Responses will be due approximately 30 days following issuance of solicitation. In the event of a government shutdown an amendment with revised site visit instructions will be posted. Description: The Beaver Meadows Visitor Center Heating, Ventilation and Air Condition (HVAC) project is intended to replace the HVAC and electrical systems and to install a new fire suppression system, all to update the currently outdated systems, improve the working and visiting environment, and provide fire protection for this National Historic Landmark (NHL). Constructed in 1965-66, the Beaver Meadows Visitor Center was designed by Taliesin Associates. This National Historic Landmark is considered one of the five most significant National Park Visitor Centers built during the nationwide "Mission 66" building program and incorporates architectural character born out of Frank Lloyd Wright's design sensibilities. It is the primary visitor center for the east side of Rocky Mountain National Park, as well as the park's primary administrative headquarters, and is used by over 400,000 visitors annually. The scope of this project includes: New fan coil units, forced air system and dedicated outdoor air supply, new electrical/data system which will utilize and update current routing and update controls; new fire suppression system that will be concealed in the ceiling area; new fire alarm system, new emergency lighting, hazardous materials removal, most of which are materials not visible to the public and rodent exclusion. The design plans for minimal impact to the historic interior finishes. Employees and the visitor center will be temporally relocated for the duration of construction. The Beaver Meadows Visitor Center is an 18,260 square foot structure with 53% of the buildings square footage and 67% of the HVAC load being utilized by visitors. Project will be constructed under a single prime contract. Type of Procurement: A negotiated, firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The government will consider an offeror's technical capability in comparison to its price using the best trade off value method of procurement. Technical factors will be stated in the Request for Proposal in Section M. Estimated Price Range: $3 million - $6 million Estimated Period of Performance: March 2019 - May 2020 This procurement is a SERVICE DISABLED VETERAN OWNED SET-ASIDE. Responsible small business sources may submit an offer that will be considered. The small business size standard for NAICS 238220 -- Plumbing, Heating, and Air-Conditioning Contractors with a size standard of $15.0 million. Vendors must be certified in accordance with solicitation clause, FAR 52.219- 8-Utilization of Small Business Concerns. All responsible sources may submit an offer which, if submitted in a timely manner, will be considered. All offerors are strongly encouraged to contact their local Small Business Administration Office, to post their need for qualified subcontractors at http://www.sba.gov.
