- The Integrated Combat Environments (ICE) Activity intends to issue a sole source Firm Fixed Price delivery order under Basic Ordering Agreement N00421-15-G-0002 ECSTIM CUBE on a Sole source basis to L - 3 Communication Systems West - 640 North 2200 West, Salt Lake City, UT 84116 under Statue Authority permitting other than full and open Competition: 10 U.S.C. (c ) (1) Only one responsible source and no other supplies or services will satify agency requirements and in accordance with Class Justification and Approval Ser: CJ&A 15--24442, this order will support the Surface/aviation Interoperability Laboratory (SAIL) NAVAIR/NAWCAD 5.4.4.8 -Patuxent River, MD.
