- The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego intends to award a FFP(firm fixed price) single award contract on a sole source basis to Central Coast Clinical And Forensic Psychology Services (CCCFP) in Paso Robles, CA. This requirement is for evaluation and consultation services for Naval Consolidated Brig Miramar ™s (NCBM) existing Sex Offender Treatment Program (SOTP). The current requirement is a follow-on for continued provision of highly specialized services. This program was created by CCCFP through evaluation, development, and implementation under a previous Navy contract. This action is being awarded on a sole source basis to CCCFP in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C.2304 (c)(1), as implemented by FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The contractor, CCCFP, is the only known source in that can provide the consultation services for NCBM ™s existing SOTP program. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
