Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is SPS9125002 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-101. The associated North American Industrial Classification System (NAICS) code for this procurement is 922190 with a small business size standard of 0.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2018-12-13 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be in the Special Shipping Instructions. The MICC End User requires the following items, Brand Name or Equal, to the following: LI 001: Working Dogs. Trained, potential to be trained for other tasks. SOCIALIZED & tolerant of people. Buyer will travel to Seller to verify dog meets all specs. Min. of 1 year health & workability guarantee. Buyer will inspect vendor ™s kennel & training area. Seller must have veterinarian on staff with experience in the Army Vet Corps to ensure Dogs meet requirements for military working dogs. Must be well cared for. Breed: BELGIAN MALINOIS, DUTCH, CZECH & GERMAN SHEPHERDS, & CROSSES of SUCH BREEDS. AGE: Between 12-48 months. Any Gender. HEIGHT: measured from the ground to the point of the shoulder blade. GS male no less than 22 inch. GS female no less than 21 inch. BM, Dutch & Czech Shepherd (male/female) no less than 21 inch. WEIGHT: proportional to dog frame/size (Dog not over/underweight). Dogs to be in excellent health w/ no acute/chronic condition. Dogs will be medically able to enter training. Vendor will submit elbow & hip radiographs to buyer w/ bid. Must include ID (name, MC #, whelping & exam date). Passport is applicable. Submit MED EVAL by licensed Vet conducted within 6 months of bid. EXAM INCLUDES: blood, urine, fecal sample result, radiograph of the hips & elbows, Urine Specific Gravity, Blood Urea Nitrogen, Blood Glucose, WBC Differential, Packed Cell Volume & Total Solids. Buyer will assess abnormalities for presence of disease. Must have normal Gait. Skin/ coat will be healthy, no evidence of non-resolving/ intractable otitis external or dermatitis, allergies, infections, injuries or external parasite infestation. Dog has normal dentition & dental occlusion, not over/undershot jaws. All 4 canine teeth present & not weakened. No Oral infection/periodontal disease. Heart sounds, rate & rhythm normal at rest & upon exercise(no murmurs, arrhythmia etc.). Any condition of the bones, joints or muscles does not meet specs. Radiological evidence of hip or elbow dysplasia does not meet specs. Defect of the nervous system or senses is disqualifying. Dog free of Heartworm (Need supporting documentation). NO internal or external parasites. VACCINATED WITHIN 12 MONTHS: rabies, canine distemper, canine adenovirus (T2), corona virus, para influenza, parvovirus & leptospirosis. Vaccination certificate w/ individual dog ID provided for all dogs. Dogs will be socialized to medical exams. Reproductive/Urinary System: Congenital or conformational abnormality is disqualifying. Dogs will already be exposed to performance tests & respond to training. Ask about more detailed test info. The Buyer expects the dog passes all evals with minimal additional training. Evals: (Search/Hunt, Courage Test, Agitation, Threatening Bite, Pursuit Bite, Reward Interest/Possesiveness, Environmental Test, Gunfire Neutral). Dog must have HIGH REWARD INTEREST. High Obedience. Conditions that do not meet technical specs: Over-aggressive dogs, unable to work around people or dogs, Can ™t be muzzled, Difficult to crate/uncrate, excessive panting not due to heat or exercise, Afraid/nervous/shy around people, sensitivity/fear of new surroundings and NOISE, Low drive/ no desire to complete the task, Easily distracted by noise, people/ dogs in area., 2, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC End User intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC End User is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
