PRE-SOLICITATION NOTICE Solicitation No. 19GE5019Q0001 The American Consulate General Frankfurt hereby provides the following Pre-solicitation Notice in respect of the issuance of a Request for Quotation (RFQ) for: REGIONAL TRAVEL MANAGEMENT SERVICES FOR U.S. EMBASSY BUCHAREST, ROMANIA The solicitation may result in the award of a firm-fixed unit price contract for one Base and four Option Years. The United States Department of State's Regional Procurement Support Office in Frankfurt, Germany is issuing this pre-solicitation notice to satisfy the requirement at Federal Acquisition Regulation (FAR) Part 5, on the behalf of the U.S. Embassy Bucharest, Romania. The scope of work requires the successful Contractor to provide professional Regional Travel Management services for the US Government and will require the incumbent contractor to set up his bureau within the office space allotted to them at the U.S. Embassy in Bucharest, Romania. The Contractor shall provide corporate travel services for official regional and international travel of Government employees and their dependents. Regional and international travel includes travel within Romania in which the U.S. Embassy Bucharest is located and travel outside that country, including travel within the EU, the USA and other countries. The Contractor shall be properly accredited and certified to sell international tickets in Romania on behalf of the airlines directly without subcontracting. The corporate travel services that the Contractor shall provide include: • Travel reservations, issuance and delivery of tickets for air and where possible, advance seat assignments and advance boarding passes; • Reservations for lodging accommodations • Commercial automobile rental services; • Detailed travelers' itineraries; • Minimum one agent, certified by the International Air Transport Association Network (IATA), fluent in Romanian and English, solely dedicated to this contract, with sufficient trained back-up as necessary to accommodate illness, vacation or other absences of the primary dedicated agent; • Management information and billing reports derived from the booking database; • Information pamphlets for Government travelers who use the contract at no additional cost to the Government. The solicitation is expected to be released end of November 2018. A site visit will be conducted in December 2018; the exact location, date and time will be provided in the solicitation document. Companies interested in the solicitation shall express their interest by written correspondence via email to the addresses FlemingWM@state.gov and FrankfurtRPSO@state.gov, not later than Friday 09:00 AM Eastern Time using the solicitation number 19GE5019Q0001 in the subject line. The Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed price contract. All contractors have to be registered in the SAM (System for Award Management) database (https://www.sam.gov) prior to contract award. Therefore prospective offerors are encouraged to register prior to the submittal of proposals. All requests for a copy of the solicitation MUST include the following information: Name of Firm, Name, Telephone Number, and Email Address of Point of Contact and Complete Physical and Mailing Address of Firm DO NOT TELEPHONE. Firms shall be knowledgeable in written and spoken English. The total magnitude of this project is antipicated to be between $100,000.00 and $500,000.00 U.S. Dollars for the base year and four option years. In accordance with DOSAR 652.242-73 AUTHORIZATION AND PERFORMANCE (AUG 1999), it will be necessary for your organization to possess authorization to operate and do business in the country in which this contract will be performed. Furthermore, authorization shall include the requirement to be registered to do business in Romania, and the obligation to be in possession of a Value Added tax registration number. Contractors shall be required to provide: a. A thorough description as to what steps you have taken to investigate all requirements to obtain authorization to perform in the given country, and to obtain in-country business registration; b. Details of your findings and a description of what your organization will actually be required to undertake to obtain licensing, registration and applying for a Value Added Tax registration number; and c. Specific information concerning the period of time you anticipate it will take to obtain appropriate authorization. You will be required to provide information that clearly shows you are able to perform work in Romania. If you have a Duns number* and have been SAM** registered, please include below. Please note that the requirement to obtain a Duns number, Cage and for your company to be SAM registered, will be a mandatory requirement upon contract award.
