Description
The U.S. Army Medical Research Acquisition Activity (USAMRAA), in support of the U.S. Army Medical Research and Materiel Command (USAMRMC) Blast Injury Research Program Coordinating Office (PCO), intends to award a sole source Task Order (6 month "bridge" contract) against Booz Allen Hamilton, Inc.'s GSA Oasis Pool 1 Contract (GS00Q14OADU108). The Task Order will be awarded as a hybrid Firm Fixed Price (FFP), Cost Plus Fixed Fee (CPFF) Task Order, for a 5-month base and one (1) 1-month Option Period. This action is a follow-on to Task Order W81XWH-08-D-0025-0036 which provided for Fair Opportunity under the Tricare Evaluation, Analysis, and Management Support (TEAMS) Indefinite Delivery/Indefinite Quantity (IDIQ) Contracts, as detailed below. The reason that the TEAMS contracts are not being utilized, and GSA OASIS IDIQ is selected for this follow-on task order, is due to the TEAMS IDIQs ending in February 2018. This Task Order will provide for program management, technical, and administrative support services to support the USAMRMC Blast Injury Research Program Coordinating Office (PCO). The contractor shall provide qualitative and quantitative information and recommendations to assist the PCO in interacting with a broad community of stakeholders, both within and outside of the DoD, to identify blast injury research knowledge gaps and requirements, to help shape medical research programs to fill knowledge gaps, to facilitate collaboration and partnerships that leverage the world's experts in blast injury research to solve the DoD's blast injury challenges, and to widely disseminate blast injury research data and information to prevent duplication of effort, to encourage collaboration, and to take maximum advantage of the DoD's historical body of blast injury knowledge. This contract support will improve the efficiency, effectiveness and productivity of the PCO in executing its Executive Agent (EA) support mission. Authority Cited: Pursuant to 10 U.S.C. 2304(c) as implemented by FAR 16.505(b)(2) and substantiated by the following: 10 U.S.C. 2304c(b)(2) as implemented by FAR Part 16.505(b)(2)(i)(B) - Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. Reason for Authority Cited: Booz Allen Hamilton, Inc. is currently performing under Task Order W81XWH-08-D-0025-0036, which was awarded on 27 February 2014. A Task Order Proposal Request (TOPR) was sent to all 21 Contractors under the Tricare Evaluation, Analysis, and Management Support (TEAMS) Indefinite Delivery/Indefinite Quantity (IDIQ) Contracts; therefore, this Task Order provided for Fair Opportunity. This will be the first exception to Fair Opportunity citing the authority at 10 U.S.C. 2304c(b)(2) as implemented by FAR Part 16.505(b)(2)(i)(B) as only Booz Allen Hamilton, Inc. is capable of providing the services required at the level of quality required in the strict timelines needed, because the services ordered are unique or highly specialized. Booz Allen Hamilton, Inc. has proven successful in providing the supplies or services required and at the level of quality required to commence operation immediately upon award of this follow-on contract. Booz Allen Hamilton, Inc. currently possesses the infrastructure of personnel who have proven in their current performance to successfully meet the required Blast Injury Research PCO support functions in order to achieve Public Law 109-163, Section 256 and DoD Directive 6025.21E requirements. These regulations require the Executive Agent (EA) for Medical Research for the Prevention, Mitigation, and Treatment of Blast Injuries to coordinate blast injury research across the DoD and ensure that information is disseminated to as broad of an audience as possible. The annual report to the EA, written by the DoD Blast Injury Research Program Coordinating Office (PCO), is the premier information product that the EA uses to accomplish those requirements. It is a comprehensive, publically available report that provides visibility to the disparate blast injury related research and development efforts and will ultimately lead to stronger collaborations and rapid development of solutions to better protect and care for Service members. The report includes progress updates on multiple blast injury research and collaboration efforts coordinated by the PCO, an overview of priority efforts at partner organizations, and a compilation of more than 150 accomplishments from over 80 medical and non-medical organizations from within and outside of the DoD. Due to the broad scope and significant volume of information that must be synthesized for the report, it takes 6-9 months from the end of the fiscal year to complete (March through June). This sole source Task Order will allow the Army to meet required reporting timelines. Due to the nature of this requirement, consistent support through the 6 to 9 month period during which the annual report to the EA is prepared is critical to the successful completion of this report. A January end date is not conducive to providing this type of seamless support. Consequently, approval for a sole source 5-month bridge contract with a 1-month option is requested. This will allow future competed contracts to begin after the required submission of the annual report, enabling any future contractors sufficient lead time to familiarize themselves with the requirement and provide knowledgeable, comprehensive support on the preparation of future annual reports. Any firm that believes that it can provide the stated services (in the timeframe required) are invited to submit written notification to the Contracting Specialist, Ms. Rebecca Foster at e-mail: rebecca.d.foster4.civ@mail.mil NLT 12PM ET on 22 November 2018. All submissions become Government property and will not be returned. Responses received will be evaluated; however; a determination by the Government not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government.
