This is a solicitation issued as a request for quotation (RFQ) for commercial items prepared in accordance with the format in FAR Subpart 12.6, Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. Responses to this Request for Quotation (RFQ) are due to the Contracting Officer no later than 12:00 pm on 11/08/2018. The Award to this announcement will result in a Firm-Fixed Price, Requirements Contract as the Government intends to make award under this announcement without discussions. All information submitted in response to this announcement is voluntary and the Government will not pay for information provided nor will it compensate any respondent for any cost incurred in developing information provided for the Government. Offerors are responsible for obtaining any and all amendments or additional information concerning this announcement at https://fbo.gov. Prospective offerors must be registered with the System for Award Management (SAM) website and complete representations and certifications at https://www.sam.gov. All questions regarding this solicitation are to be submitted to the contracting officer, via email, no later than 11/08/2018 at 10:00 AM. Questions will not be addressed using the telephone. The U.S. Department of Veterans Affairs, National Cemetery Administration, and the Puerto Rico National Cemetery anticipates a firm fixed price, requirements contract for Fuel Supplies. The applicable North American Industrial Classification System (NAICS) code for this procurement is 324110, with a business size standard of 1,500 number of employees. The National Cemetery Administration is soliciting quotes for the providing Fuel Supplies for the Puerto Rico National Cemetery. This requirement is 100% Set-Aside for SDVOSB with Tiered Evaluations included within the solicitation. Tiered Evaluations Including Small Business Concerns This solicitation is being issued as a tiered evaluation for SDVOSB concerns, or in the alternative, a tiered evaluation for VOSB concerns, or in the alternative, a set-aside for other small business concerns with HUBZone small business concerns and 8(a) participants having priority. If award cannot be made, the solicitation will be cancelled and the requirement resolicited. Period of Performance: Base Period of 12 Months, plus four (4) Option Years Scope: See attached document titled Attachment I - Scope of Work Fuel Supplies for Puerto Rico National Cemetery for full details of Scope of Work for this requirement. Price Schedule: See attached document titled Attachment II - Cost Schedule Fuel Supplies for Puerto Rico National Cemetery for cost/price schedule for this requirement. Technical documents in a written narrative as specified in the evaluation factors for the Government s evaluation. At a minimum, provide two (2) past performance references within the last 3 years that are similar in size and scope to this solicitation. Use only the attached Past Performance Questionnaire form. Prepare one for each reference. Evaluation Process: 52.212-2 EVALUATION COMMERCIAL ITEMS (OCT 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price, Technical, and Past Performance. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (End of Provision) ADDENDUM TO FAR 52.212-2 Evaluation Process: The Government will evaluate quotes in under FAR Part 13, Simplified Acquisition Procedures for commercial items. In accordance with FAR 13-106-2(b)(3), the Government shall conduct comparative evaluations of quotes to select the awardee. In accordance with FAR 13.106-1(a)(2), a best value determination will be made utilizing Price, Technical Documents, and Past Performance. PRICE: Price analysis will be conducted to determine a fair and reasonable price. In order to ensure a fair and reasonable price, the Government will compare proposed prices received in response to the solicitation. Normally, adequate price completion establishes a fair and reasonable price when two or more responsible Offerors, competing independently, submit priced offers that satisfy the Government s expressed requirement. TECHNICAL Quotes must show that the contractor has the technical capabilities to provide the requirement. PAST PERFORMANCE Quotes must show that the contractor has the experience to complete the project. In accordance with FAR 13.106-2(b)(3)(ii), the Government shall utilize past performance questionnaires and Past Performance Information Retrieval System (PPIRS) to obtain past performance ratings. Deliverables: Utilizing the Past Performance Questionnaire, provide at a minimum two (2) references that best display at least 3 years of experiences and past performances to the requirements set forth in this solicitation. These references/contracts will be reviewed in the Past Performance Information Retrieval System (PPIRS) for their associated performance rating. References missing from PPIRS shall be rated lower than referrals that are listed in PPIRS. Addendum to FAR clause 52.212-4, Contract Terms and Conditions Commercial Items (Jan 2017): FAR 52.216-18 ORDERING (OCT 1995) FAR 52.216-19 ORDER LIMITATIONS (OCT 1995) (a) Minimum order. When the Government requires supplies or services covered by this contract in an amount of less than 1, the Government is not obligated to purchase, nor is the Contractor obligated to furnish, those supplies or services under the contract. (b) Maximum order. The Contractor is not obligated to honor (1) Any order for a single item in excess of $60,000.00; (2) Any order for a combination of items in excess of $60,000.00; or (3) A series of orders from the same ordering office within 1 days that together call for quantities exceeding the limitation in paragraph (b)(1) or (2) of this section. (c) If this is a requirements contract (i.e., includes the Requirements clause at subsection 52.216-21 of the Federal Acquisition Regulation (FAR)), the Government is not required to order a part of any one requirement from the Contractor if that requirement exceeds the maximum-order limitations in paragraph (b) of this section.
