Description
Statement of Work with Map. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12405B19-941109 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-83. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS code is 561730 (Landscaping Services), with a small business size standard of $7.5 million. Specifications: With the following minimum specifications: Grounds Maintenance for Miami location; Statement of Work for Ground Maintenance This Statement of Work (SOW) is made this 27th day of October 2018 by and between USDA, ARS, SHRS (Buyer), and (Seller). Introduction The USDA-Agricultural Research Service, Subtropical Horticulture Research Station (SHRS) in Miami, Florida is tasked with efficiently and effectively maintaining the safety, genetic integrity, health, and viability of subtropical and tropical crop and ornamental plant genetic resources. We are looking to set up a ground maintenance contract which will involve mowing, trimming, use of herbicide and or using a weed eater every two (2) weeks to maintain specified areas. 1. Key Assumptions The parties agree that the schedule, level of effort, and outcomes listed in this SOW are based on the following assumptions: Seller has the necessary personnel, equipment, and skills to perform the Services. All Seller materials, workers on site, and work performed must be in accordance with all local, state and federal codes and regulations. 2. Seller Responsibilities Seller shall provide ground maintenance services of specified areas (see Appendix A) for a period of 1 (one) year, beginning November 2018. Location of services will be at the USDA, ARS, Subtropical Horticulture Research Service located on 13601 Old Cutler Road Miami, Fl 33158. Seller shall provide all personnel and equipment necessary to perform the Services under this SOW. Seller will mow specified open areas and around buildings (see Appendix A). Seller will maintain trees by trimming overhanging branches and removing weeds around trees. Seller will remove vegetation close to building walls by means of herbicide spraying or use of weed eaters. Seller will dispose of trimmings from trees in specified pit area on USDA property. Seller shall immediately escalate to Buyer contact any problems that Seller feels may jeopardize the Project Schedule. Seller will mow and trim specified areas in Appendix A preceding the implementation of this agreement. 3. Buyer Contact will review all Seller invoices. Invoices will be submitted through the IPP system as well as being sent to the designated contact. The Contracting Officer will have final approval of contract actions, and invoice payments. No changes can be made to the contract after it has been issued unless it is approved by the Contracting Officer. Buyer will provide access to the seller during the station's hours of operation 7:00 AM to 5:00 PM. The station is closed on all federal holidays. On the event that service falls on a holiday, seller will make up the service on the next work day (Monday-Friday). 4. Schedule Seller shall perform the tasks in accordance with the project schedule of every two (2) weeks. Schedule start day will be determined after completion and issuance of the contract. 5. Appendices Appendix A - Map of highlighted areas requiring maintenance Site Visit Recommended. Service to be performed at the following location: US Subtropical Horticulture Research Station 13601 Old Cutler Road Miami, FL 33158 The Government anticipates award of a Firm Fixed Price contract. Service will begin within 2 weeks of award and continue for 1 years' time. Each offer must show a breakdown giving price of the service ensuring that the services will meet all specifications. Vendors responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical Specifications and (2) Price (to include shipping). Electronic submissions are preferred. "LPTA" means the expected outcome of the acquisition that result from selection of the technically acceptable proposal with the lowest evaluated price.
