- Bogota Performance Work Statement CaSA Performance Work Statement RFQ Cover Letter Request for Quote USTRANSCOM/TCAQ-C is issuing an RFQ for Air Terminal and Ground Handling Services (ATGHS) at Norman Manaley IAP, Kingston, Jamaica; Simon Bolivar IAP, Caracas, Venezuela; Tocumen IAP, Panama City, Panama; and El Dorado IAP, Bogota, Columbia. The contractor shall provide ATGHS for Air Mobility Command missions. Support includes but is not limited to providing a control function that manages information and terminal resources required to receive, document, plan, and move passengers, cargo, and mail ensuring maximum aircraft utilization. This solicitation will be full and open competition. Period of performance: Base Period includes a three month familiarization training - 1 Apr through 30 Jun 19 and a nine-month base period - 1 Jul 19 - 31 Mar 20; four one-year options (1 Apr 20 - 31 Mar 24); and one optional six-month option extension (1 Apr 24 - 30 Sep 24). This acquisition is being conducted under Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures, Subpart 13.5 and Part 12, Acquisition of Commercial Items of the FAR. TCAQ is utilizing the lowest price technically acceptable source selection process. A preproposal conference is scheduled for 5 Dec 18 at 9AM at Scott AFB, Illinois. Submit the names (not to exceed 2 per company) and a copy of passport of all atendees to Meggan DeBrobander and Wanda Huber via email at meggan.a.debrobander.civ@mail.mil and wanda.l.huber.civ@mail.mil no later than 28 Nov 18. This information must be provided in advance in order to ensure access to the military base/conference site and to ensure adequate seating for conference attendees. More information will be provided as it becomes available. All responsible sources may submit an offer, which shall be considered by the agency.
