- Draft Drawings Sullivan Creek Dispersed Recreation Site Restoration, Sullivan Lake Ranger District, Colville National Forest The Sullivan Lake Ranger District on the Colville National Forest proposes to contract for restorative actions in the tributaries to the Boundary reservoir to improve habitat for native fish, including the proposed closures and restoration of the Dispersed Recreations Sites (DRS's) adjacent to Sullivan Creek. The proposal is estimated to be solicited during the winter of 2018/2019. Improvements will consist of, but are not limited to, haul and installation of boulders, riprap, and woody debris, installation of bear boxes, fire rings, and informational kiosks, road de-compaction, enhancement of walk-in access, minor grading, gravel surfacing, and seeding and planting. The Contractor shall furnish all management, labor, equipment, supervision, tools, materials, transportation, operating supplies, supervision, workman's compensation, unemployment insurance and incidentals necessary to perform the work in accordance with the specification and provisions of the contract. This procurement requires the use of Biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. The products should first be acquired from the USDA designated products categories. Proposed projects areas are located on the National Forest land in Pend Oreille County, Washington State: The sites are approximately 14 miles NE of Ione, WA. Beginning of Project: 117°19'10.69"W, 48°51'24.33"N End of Project: 117° 4'55.03"W, 48°54'12.65"N See the attached map and pictures for more information in the enclosures. Draft plans are attached for informational purposes and are subject to change prior to the solicitation. The period of performance for the contract is estimated to be begin July 1, 2019 with a completion date of October 15, 2020. The project will likely be advertised with a two year performance period with the base items to be completed in 2019 and the option items to be completed in 2020. A bid guarantee will be required. The awarded Contractor will have to provide both payment and performance bonds. This project will be advertised as a written request for proposals. Estimated issue date of the solicitation is on or about the middle of February, 2019. Proposals are estimated to be due the middle of March. The actual due date will be listed in the solicitation. The solicitation will be posted on this site. This acquisition is 100% set-aside for HubZone small business concerns. NAICS code is 237990, size standard is $36.5 million. All responsible sources may submit a proposal which will be considered. An electronic copy of the solicitation will be posted at this site on the issue date. Notes: The enclosed information is provided so that potential offerors will have an opportunity to visit the representative sites while they are still accessible. Some changes from this notice may occur from the actual solicitation, but the enclosed information is a representative of work to be done. Potential offerors are encouraged to visit the site this fall/winter to ascertain the extent of work involved and to satisfy themselves regarding all general and local conditions that my affect the price of a potential task order to the extent the information is obtainable. In no event shall failure to inspect the site constitute grounds for a claim after the task order has been awarded (reference FAR Clause 52.236-27). No guided tours will be held. The Government assumes no responsibility for any understanding or representation concerning conditions made by any of its officers or agents prior to the execution of a task order, unless such understanding or representation the Government is expressly stated in a subsequent solicitation and task order. Funding for this requirement is currently not available, but is anticipated for this fiscal year 2019. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the solicitation's closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs incurred.
