Description
The U.S. Army Corps of Engineers-Norfolk District intends to issue a solicitation for a full and open, unrestricted competitive, firm-fixed-price, Invitation for Bid (IFB). This action will utilize FAR Part 14, Sealed Bidding Procedures. Description of Work: The US Army Corps Norfolk District is seeking qualified and experienced firms capable of dredging portions of the Thimble Shoal Federal Navigation Channel. The work in Thimble Shoal consists of maintenance dredging to a required depth of 52 feet MLLW with one foot of allowable overdepth. The dredging involves approximately 1,733,500 cubic yards of material, including allowable overdepth dredging and estimated accretion to December 2018. The work shall be performed by a hopper dredge with all dredged material transported and placed in the designated Government-furnished placement area at Dam Neck Ocean Disposal Site. The contract bid (CLIN) schedule may include the following 1. Mobilization/Demobilization. 2. Thimble Shoal Channel Turtle Trawling, including all Mobilization/Demobilization time of the trawler and equipment to include all associated work as shown on the drawings and specified. 3. Maintenance dredging portions of Thimble Shoal Channel to a depth of 52 feet with 1 foot of allowable overdepth, including all associated work as shown on the drawings and specified. 4. Contracting Officer Directed Standby Time Solicitation Schedule: Anticipated Posting of Solicitation: 3 December 2018 Anticipated Bid Due Date: 4 January 2019 Bid Acceptance Period: 60 calendar days. Administrative Data: a. NAICS 237990, Dredging and Surface Cleanup Activities with a Size Standard of $27.5M applies to this procurement. b. Prospective Bidders must be registered in the DOD System for Award Management (SAM) database in order to obtain access to FedBizOps. Bidders must also be registered in SAM to be eligible for contract award. c. The Government is not obligated to and will not pay for any information received from potential sources as a result of this synopsis. d. Period of Performance to complete all work within 170 calendar days after receipt of Notice to Proceed (NTP). Should the total quantity of material to be paid for and actually removed under this contract exceed the quantity from the Bidding Schedule, additional time will be allowed at the rate of one day for each 12,000 cubic yards in excess of the estimated quantity. e. Magnitude of Construction: Between $10,000,000 and $25,000,000
