Description
DCO RFI Question and Answer Sheet Attachment 01 *This is a follow on Request for Information (RFI) to RFI PANROC-18-P-0000066373.* The U.S. Army Program Executive Office, Enterprise Information Systems (PEO EIS), Project Manager Defensive Cyberspace Operations (PM DCO) is seeking potential sources to provide cyber-related program and technical management support services and work products. The purpose of this Request for Information (RFI) to determine the availability of qualified expertise in the functional areas listed below focusing on innovation, problem solving and use of Agile methodologies for implementation of projects. The Project Manager Defensive Cyberspace Operations (PM DCO) mission is to establish maneuver-oriented defense in cyberspace which requires the integration of capabilities for United States Army Cyber Command (ARCYBER) designated global, regional, and local cyberspace defenders (e.g., Cyber Protection Teams (CPTs)). Capabilities that are developed will be used to facilitate cyberspace defense in breadth and depth through an integrated DCO-Maneuver Baseline (DCO - MB) which was established to support CPTs for the planning, collaboration and execution of global cyberspace capabilities and defenses. Requirements exist for contractor-provided cyber-related services and work products to augment PM DCO's core Government personnel to support the missions of the PM (and its associated Product Managers) and its customers. This potential requirement will include support and work products in the functional areas of acquisition, administration and operations, business and financial management, graphics, human resources, logistics, project management, agile development, cyber analytics, cyber security, cyber security risk management, integration, security/development/operations, system engineering, system maintenance and sustainment, system security engineering, testing, and training support which shall span the total life-cycle of PM DCO systems. PROGRAM BACKGROUND: The DCO Suite of Complementary Systems (DSCS) is mission critical to the direct fulfillment of military defensive cyberspace operations' threat specific missions. PM DCO is leveraging a variety of procurement avenues to meet the urgent and ever evolving operational needs to include standard acquisitions under the Federal Acquisition Regulation (FAR) as well as non-FAR Other Transaction Authorities (OTAs). ADDITIONAL INFORMATION AND SUBMISSION DETAILS: If your organization has the potential capacity to provide any of the services and/or work products in the functional areas listed above, please respond by completing the DCO RFI Question and Answer Sheet (Attachment 01). The deadline for a response to this request is no later than 5 pm, EST, 09 November 2018. Your response shall be electronically submitted in either Microsoft Word or Portable Document Format (PDF), to Contract Specialist Kristine Pennock via email at kristine.s.pennock.civ@mail.mil and Contracting Officer Conrad Baker a.c.baker2.civ@mail.mil. This RFI is NOT a request for a technical capability statement. Your answers in the DCO RFI Question and Answer Sheet at Attachment 01 and required supporting documentation directly requested on the answer sheet are the ONLY required documents to submit as a response to this RFI. All data received in response to this RFI that is marked or designated as corporate or proprietary will be fully protected and not released by the Government to outside sources. The Government is not committed or obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this RFI. The Government does not intend to respond to RFI submissions. However, the Government reserves the right to schedule follow-up meetings or contact some or all respondents to discuss information and ideas provided in the RFI responses.
