- RFQ Attachment 3 Attachment 2 Attachment 1 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. FAR Part 13 procedures are being utilized. The Government reserves the right to award without discussion. This requirement is for high quality, peer reviewed and scholarly material for education and research over a variety of subjects. These databases cover subject matter with a specific focus on business practices, literary resources, environmental studies, and world cultures. The information is provided in a simple user interface that allows users to search an individual database or the entire collection. Users can browse by topic or preform detailed searches. They can also use a mobile application that is a customizable app that allows users to save articles, citations, and links.
