- Department of Labor Wage Determination J&A Single Source Determination NOTICE OF INTENT TO AWARD SOLE SOURCE: This Notice of Intent announcement that the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS) intends to negotiate on a sole source basis, under authority of 10 U.S.C 2304©(1) as implemented by FAR 13.106-1(b)(1), only one responsible source, a firm fixed price non-personal service contract to Atlantic Marine Conservation Society, Hampton Bays, NY 11946. The subject requirement is in support of the NEFSC Protected Species Branch which will provide precision targeting of location of subject subject (gray seals and harbor seals) for photographic evidence in support of scientific research following the recent Unusual Mortality Event (UME) in the Gulf of Maine. The associated North America Industry Classification System (NAICS) Code is 541922 with a business size standard of $7.5M. Scope of work: The objectives of this research is for an authorized co-PI on current NEFSC MMPA research permit with vast experience in seal surveys in all five states of interest to this project to by aerial means, locate, identify and photograph haul-out areas where harbor seals mix with gray seals which is the potential vector of the virus. The images collected will be analyzed and compared against data from sampled animals to identify possible vectors of the virus and to help develop measures to prevent further mortalities from occurring. Period of Performance: November 26, 2018 through December 3, 2018. A determination by the Government not to compete this requirement based on responses to this notice is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Interested firms may identify their interest by providing a capability statement no later than Tuesday, 13 November 2018 at 11:00AM Eastern Standard Time. The capability statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required item. Oral communications will not be accepted.
