- Synopsis for Protective Security Officer (PSO) services and Technical and Support positions at Plum Island Animal Disease Center, Orient Point, New York. Solicitation 70RFP118RE2000007 The US Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD), Federal Protective Service (FPS) has a requirement to acquire armed Protective Security Officer (PSO) services and Technical and Support positions at Plum Island Animal Disease Center (PIADC), 40550 Route 25, Orient Point, NY. The Contractor shall provide all labor, material, management, supervision, training, licenses, and permits to provide the services in accordance with the Statement of Work (SOW). The Period of Performance is for a one-year base period with four one-year option periods and an optional 6 month extension. Services shall be furnished via an Indefinite Delivery/Indefinite Quantity (IDIQ) contract. This acquisition is being solicited under a small business set aside. Resultant task orders under this contract will be firm fixed prices. The source selection process to be utilized for this acquisition is best value/trade-off. The technical, non-price factors, when combined, are more important than price. The estimated PSO service hours for Plum Island are 495,000 hours for a 66 month period. The estimated Technical and Support positions hours for Plum Island are 77,308 hours for a 66 month period. The submission requirements and evaluation criteria will be defined in the solicitation. The North American Industry Classification System (NAICS) code is 561612 with size standard is $20.5 million. The Contractor is required to register with the System for Award Management (SAM) at http://www.sam.gov. No contract award shall be made to any contractor that is not registered or in the process of registering with the System for Award Management. A Secret clearance is required prior to the date and time established for PSOs to begin standing posts. A mandatory Pre-Solicitation conference at the site will be held at a date and time to be determined. Information to be provided prior to the site visit will include Company name, Attendee's Full name and US Citizenship status and Origin of Country. Only two (2) representatives from your company may attend the conference. It is strongly encouraged that only serious offerors attend the site visit and submit proposals for this requirement. All questions must be submitted in writing to Contract Specialist Nancy Meghri at nancy.meghri@ice.dhs.gov. The solicitation will be issued on or about October 17, 2018. No documents shall be made available prior to solicitation issuance.
