- The Space and Missile Systems Center (SMC) Global Positioning Systems (GPS) Directorate intends to issue and award a sole source contract modification to L-3 Technologies (L3T), contract FA8807-12-C-0011. The modification will allow for the purchase of up to an additional 300 Version 9 (V9) GB-GRAM-M receiver cards to support testing, verification, and certification for use in Lead Platforms while ensuring the program maintains its Acquisition Program Baseline (APB) delivery dates. The MGUE program office is under a commitment to the Department of Defense to deliver receiver cards that complete Technical Requirements Verification (TRV) in March 2019, which is the Threshold Acquisition Program Baseline (APB) date. L3T's 150 V9 cards are projected to be the first available receiver cards for TRV, which occurs after environmental testing, electromagnetic interference and compatibility testing, regression testing, and reliability testing. L3T's current schedule just meets the threshold APB date. Immediately after TRV, final testing and analysis will result in a recommendation and approval for Program Executive Officer (PEO) certification of the receiver card. Certification by the PEO will make the MGUE receiver cards available for integration into armed service-nominated lead platforms. In the case of L3T, APB certification milestones occur for the Joint Light Tactical Vehicle (JLTV) in December, 2019, and for the DAGR Distributed Device (D3) and the Stryker Vehicle in September, 2020. In the intervening time, the platform program offices require receiver cards for early integration and test activities, leading to Developmental Test and Evaluation (DT&E). L3T's V9 cards are the only currently available MGUE receiver cards at a stage of development to meet the APB dates. The most important attribute for the MGUE receiver cards is that they are security certified and approved or the vendor has undergone this process for M-Code, anti-jam, anti-spoof, and anti-tamper capabilities. Only one source, L3T, is capable of providing such capabilities because they have successfully navigated the security certification and approval processes with the GB-GRAM-M receiver card. No other GPS military receiver vendor has successfully completed the security processes. This modification will continue the MGUE Increment 1 Acquisition Strategy. It will have a period of performance of approximately three months. The Government intends to use the authority of 10 U.S.C. 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2) to award this sole source modification. Based on the extensive development efforts completed to date, anticipated timelines, and L3T being the only vendor to successfully complete the security process, award to any other source is not possible at this time without the Air Force experiencing unacceptable delays in fulfilling its requirements. This notice does not constitute a Request for Proposal (RFP). Information herein is based on the best information available at the time of publication, is subject to revision, and is not binding on the Government. The Government will not recognize any costs associated with the production and submission of information in response to this or previous notices. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement which shall be considered by the agency. The statement of capability shall identify and provide copies of all licenses, of all intellectual property required, and lawfully obtained, needed to deliver up to 300 V9 GB-GRAM-M receiver cards that have successfully completed the security certification process. Award of this modification is intended for a date on or around 15 November 2018. Responsible sources shall submit all responses to this notice no later than 15 days after posting in accordance with FAR 5.203(a). Responses from small business and small, disadvantaged business firms are highly encouraged. The size standard associated with NAICS 334511 is 1,250 employees. A responding firm should indicate if it is a small business, a socially and economically disadvantaged business, an 8(a) firm, a historically black college or university, or a minority institution.
