Description
AMENDMENT 2 This amendment extends the timeframe for response to 28 September. Please note that Amendment 1 allowed for a maximum 10 page submission. ******************************************** AMENDMENT 1 Historically, Navy contracts have included the requirement for support to be provided in an OEM Level IV certified facility. However, if a company believes it can offer comparable support to satisfy the requirements, they are encouraged to respond to the RFI but they should additionally include an explanation of the differences in support offered from that of a Level IV facility (e.g. part sources, warranty, processes/procedures followed, etc.). Please also note that the page limit is increased from five (5) to ten (10) pages. ******************************************** This sources sought announcement, in accordance with FAR 15.201, is for information and acquisition planning purposes only. This is not a request for proposal (RFP) and a formal solicitation is not available at this time. This notice does not constitute a commitment by the Government to issue an RFP, contract or order. The Government will not pay for any effort expended or any material provided in response to this announcement, nor will the Government return any data provided. The Naval Sea Systems Command (NAVSEA) is conducting market research to determine industry capability and interest in providing commercial depot level overhaul of Foreign Military Sales (FMS) LM2500 marine Paired Blade Turbine Gas Generators (GG), National Stock Number (NSN) 2S 2835-01-032-9125, and Power Turbine (PT) Assemblies, NSN 2S 2835-01-032-9124. The overhauls must be performed by a responsible General Electric (GE) Level IV licensed maintenance and overhaul facility for the LM2500 GG and PT. The scope of the effort includes commercial packaging, shipping, overhauling, modifying, incorporating mandatory updates, maintaining standard configuration integrity, assembling, testing, preserving, packaging, documenting, marking, preparing for shipment, and shipping the LM2500 PBT GG and PT in accordance with GE Maintenance and Overhaul Manual for marine LM2500. Firm-Fixed-Price (FFP) contract vehicle(s) are anticipated to overhaul an undetermined number of GG and/or PT over the course of several years. The anticipated North American Industry Classification System (NAICS) Code is 333611, Turbine and Turbine Generator Set Units Manufacturing. When/What to Submit: No later than 21 September 2018 interested companies should submit a notice of interest (please limit your response to 5 pages) to Stephanie Barfield, stephanie.barfield@navy.mil, and Brett Markle, brett.markle@navy.mil, with the subject field of "FMS LM2500 Overhaul Sources Sought Response." Please include: - Company name, CAGE code, and address •· - Point of Contact (POC) name, telephone number, and e-mail address - Whether your company is a small or large business as defined by the Small Business Administration (SBA) under NAICS code 336611 (a small business must have 1,500 or less employees) •· - An overview of the GG and PT overhaul approach/process with the overhaul schedule, overhaul prioritization process, minimum and maximum overhaul duration, warranties, documentation provided, and the name of the GE Level IV licensed maintenance and overhaul facility performing the overhauls. - Commercial sales information for PT, NSN 2S 2835-01-032-9124, and GG, NSN 2S 2835-01-032-9125, overhauls in the last year and last three (3) years such as: • Date of sale • Customer § Please provide DOD contract numbers if applicable • Overhaul prices or range of prices for the PT, NSN 2S 2835-01-032-9124 • Overhaul prices or range of prices for the GG, NSN 2S 2835-01-032-9125 • Number of GG and PT overhauls in the last year and last three (3) years No telephone inquiries will be accepted. The Government does not commit to providing a response to any comment or questions. No basis for a claim against the Government shall arise as a result of this announcement.
