Description
Performance Work Statement Solicitation W31P4Q18Q0170 Quality Assurance Surveillance Plan OPSEC Plan This request for quote is intended to result in a firm fixed price purchase order for the procurement of technical support for the development of the US Army UEL LOP-AR74-1102 Engine Overhaul Manual in Support of the U.S. Army PM Unmanned Aircraft Systems (UAS) as specified in the Performance Work Statement, included as Attachment 0001 in the LIST OF ATTACHMENTS Section. It is anticipated that the resulting purchase order will be sole source to UAV Engines Limited (UEL), in Great Britain. Authority cited: Statutory Authority permitting other than Full and Open Competition for this requirement is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) Part 6.302-1(a)(2) entitled, "Only one responsible source and no other supplies or services will satisfy agency requirements. When the supplies or services required by the agency are available from only one responsible source, or, for DoD, NASA, and the Coast Guard, from only one or a limited number or responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for." The anticipated period of performance is six months from the Award of Contract (AOC). Earlier completion at no additional cost to the Government is desirable and acceptable. Invoicing and payment will be made through Wide Area Work Flow (WAWF). See DFARS Clause 252.232-7006, "Wide Area Workflow Payment Instructions" All quotes should include a breakdown of all costs by cost category to aid in the determination of price reasonableness. For labor, individual labor categories or persons, with associated labor hours and unburdened labor rates of the personnel expected to perform the work should be included. For any travel, the number of trips should be stated. For each trip, list the number of people, origin city/airport, destination city/airport, and the number of days. Material costs should include a bill of materials and backup quotes. Supporting documentation should also be provided for any Other Direct Costs (ODCs) quoted. Any burden rates applied to the direct costs shall also be identified as a total dollar figure and a percentage. As part of your quote, please provide your CAGE code, Taxpayer Identification Number, and DUNS number. Failure to provide the information stated above will delay award of the subsequent purchase order. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. Electronic quotes are preferred, but mailed quotes will be accepted.
