The Federal Aviation Administration (FAA) is planning the acquisition of thermal flight strips, NSN 7530-01-453-5094, NSN 7530-01-468-4688 and NSN 7530-01-435-1872, for air traffic control operations. These flight strips are an essential tool in tracking aircraft. This flight strip is applicable to the Flight Data Input/Output system (FDIO). The FDIO system is anticipated to be fielded through Calendar Year 2020. The flight strips are to be manufactured in accordance with FAA Specification FAAD-F-1369-3, dated June 5, 2000, see attached. Estimated annual quantity for the base year and all option years are as follows: NSN 7530-01-453-5094 4,500 boxes per year NSN 7530-01-468-4688 1,000 boxes per year NSN 7530-01-435-1872 300 boxes per year The FAA contemplates the use of an Indefinite-Delivery/Requirements type contract with fixed unit prices, with a base year and four 1-year options, for the acquisition of these thermal flight strips. The North American Industry Classification System (NAICS) code is 323112. The business size standard for this NAICS is 500 employees. CAPABILITY STATEMENT: All vendors responding to this market survey must provide a Capability Statement that addresses the following (in order): a. Type of products/services provided by your firm, may include specification sheets and brochures. b. Description of previous contracts for products that are similar in scope. Provide detailed information and past performance information for at least three (3) previous contracts including program title, customer name, contract dates, contract value, customer point of contact, and description of work performed. c. Demonstrate experience/capability for the requirements set forth in the attached FAA Specification FAAD-F-1369-3. ALL VENDORS WILL BE REQUESTED TO SUPPLY 300,000 SAMPLE TEST STRIPS WHEN SCREENING INFORMATION REQUEST IS POSTED. The current vendor (Print-O-Tape) was waved due to past and existing history as a provider to the NAS during the last 10 years to work with the IER thermal printers. The FAA second level is tech-refresh the replacement printer NSN 7025-01-616-8790. The FAA Technical personnel updated the specification dated 10/27/2017. Specifications, TAPPI- Technical Association of the Pulp and Paper Industry: T 410 om-88Grammage of paper and paperboard (Weight per unit area) T 411 om-84Thickness (caliper) of paper, paperboard and combined board T 538 om-88Smoothness of paper and paperboard (Sheffield method) T 543 om-84Stiffness of paper (Gurley type stiffness tester) T 494 om-88Tensile breaking properties of paper and paperboard (using constant rate of elongation apparatus) T 414 om-88Internal tearing resistance of paper (Elmendorf type method) T 530 pm-83 Size test for paper by ink resistance T 425 om-86Opacity of paper (15% diffuse illuminant A, 89% reflectance backing and paper backing) T 452 om-87Brightness of pulp, paper, and paperboard (directional reflectance at 457 nm) The FAA will require two (2) sheets of non-converted sample material with dimensions of twenty-five (25) inches by thirty-six (25) inches to be tested for the cited TAPPI specifications. Note: The FAA, at its sole discretion, may waive testing for compliance with the above TAPPI specifications. All vendors competing on the screening information request (SIR) will be supplying at least 300,000 strips for testing by AML-8000 Engineer. All flight strips samples will be processed through Lemur-FSP NSN thermal printers NSN 7025-01-616-8790 at the FAA Logistics Center in Oklahoma City, Oklahoma by the Auto/Comm production Division, AML-8000. MANDATORY REQUIREMENTS FOR EXPRESSION OF INTEREST: In order to be considered responsive, organizations expressing interest in this matter must provide the following: a.
