- On September 21, 2018 the U.S. Army Contracting Command - Redstone awarded task order (TO) number W9113M18FD004 to Raytheon Company (Raytheon) on a non-competitive basis under the Design, Development, Demonstration, and Integration (D3I) Domain 1 multiple award indefinite delivery/indefinite quantity (MAIDIQ) contracts. The TO was approved and awarded as an exception to fair opportunity, Federal Acquisition Regulation (FAR) 16.505(b)(2)(i)(B) applies – Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. TO number W9113M18FD004 is in support of the U.S. Army Space and Missile Defense Command/Army Forces Strategic Command (USASMDC/ARSTRAT) Reagan Test Site (RTS) for the upgrade and transformation of the Ground Based Radar (GBR) from a fire control radar to a test range instrumentation radar. The GBR was developed by Raytheon for the Missile Defense Agency in the 1990’s to demonstrate, validate, and harden next generation missile defense fire control radar concepts and algorithms. In March 2016, MDA transferred property accountability of the GBR to RTS for the purpose of upgrading/transforming it into a range radar.
