- The U.S. Army Contracting Command - Aberdeen Proving Ground, Natick Contracting Division (ACC-APG-NCD) in support of the U.S. Army Product Manager - Soldier Clothing and Individual Equipment (PdM-SCIE) and Natick Soldier Research, Development, and Engineering Center (NSRDEC), intends to award a firm fixed price contract on a sole source basis to Down East Innovation (DEI), 11 Depot St, Bridgton, ME, 04009. This acquisition is in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. PdM-SCIE in partnership with NSRDEC is interested in the production of 50 production representative test systems for a Government designed individual equipment item, which consists of 13 parts on an injection-molded system made with a proprietary polymer. Request for Information W911QY-18-POLY was released 1 Feb 2018 and the Government received two responses. Of the two responses, only DEI was able to meet the specific polymer material requirements.
