- Pre-Solicitation Notice -Replace 70kV Breakers, Substation E, Bldg 23101 Department of the Air Force, Air Force Space Command, 30 CONS, 1515 Iceland Ave, Room 150, Vandenberg AFB, CA 93437-5212 The Air Force intends to issue a solicitation, Request for Proposal Number FA4610-18-R-0011 to replace existing 70kV SF6 circuit breakers at electrical substation E, Vandenberg AFB, California, on or about 09 October 2018. The contractor shall provide all necessary manpower, material, services and transportation necessary to replace three existing 70kV circuit breakers at Substation E with three vacuum breakers on Vandenberg AFB. The award is contemplated as a 100% Total Small Business Set-Aside. The NAICS code is 238210 Electrical Contractors and Other Wiring Installation Contractors and the size standard is $15M. This acquisition will be procured pursuant to the requirements in FAR Part 15 Contracting by Negotiation and FAR part 36 Construction and Architect - Engineer Contracts. All potential offerors are reminded that in accordance with Federal Acquisition Regulation (FAR) 52.204-7, System for Award Management (SAM), lack of registration in the SAM will make an offeror ineligible for contract award. Additional information or postings will be posted for viewing on FedBizOpps at https://www.fbo.gov/. Notice to potential offeror(s)/supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror of any cost. NOTE: It is the responsibility of all potential offerors to monitor these sites for release of any future notices and/or release of the solicitation and amendments thereto.
