- Specifications of System This is a notice of intent to award a sole source contract pursuant to Federal Acquisition Regulation FAR 13.106-1(b)(1)(i). The ACC-APG Tenant Contracting Division, Aberdeen Proving Ground, MD intends to award a Firm-Fixed Price sole source contract to Thermo Electron North America LLC (CAGE 3WXJ7), which is part of ThermoFisher Scientific (CAGE 37YL2) The contractor shall provide two (2) Accelerated Solvent Extractors (ASE). These systems will be used for high through put analysis of soils/solids matrices for a wide variety of chemical analysts. These ASE Systems will be utilized for the extraction of potentially harmful compounds from soil and sediment samples. The laboratory requires that this instrument system be manufactured by ThermoFisher scientific for the following reasons: 1) the current ASE systems are manufactured by ThermoFisher and the requested system offers similar modular components as the existing systems. Instrumentation manufactured by a different company could not be seamlessly integrated into the laboratory without additional expense and man hours. (See attached Specification Sheet) The North American Industry Classification System (NAICS) for this requirement is 334516. Posting date of this requirement is September 24, 2018. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 1:00 PM Eastern Daylight Time, September 26, 2018. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government in future procurements. This is not a Request for Quote. This is a written notice to inform the public of the Government's intent to award on a sole source basis for the required services.
