- Questions and Answers 3 The combined synopsis/solicitation is available for review and completion by any interested vendors as an attachment to this notice. Please read the notice in its entirety, fill out and answer all applicable areas, and send the document via email to both POCs listed as well as the Contracting Officer (listed in the Combo) by time of closing to be considered. AMENDMENT 1: This amendment, dated 21 September 2018, will be to include a Questions and Answers document that addresses questions posed regarding this requirement. Additionally, it will be including an updated Combined Synopsis/Solicitation to include FAR Clause 52.222-42 Statement of Equivalent Rates for Federal Hires by full text. AMENDMENT 2: This second amendment, dated 21 September 2018, will be to include a second Questions and Answers document that addresses questions posed regarding this requirement. AMENDMENT 3: This third amendment, dated 24 September 2018, will be to include a third Questions and Answers document that addresses questions posed regarding this requirement.
