- Army Contracting Command (ACC) Aberdeen Proving Ground (APG) Research Triangle Park (RTP) Division intends to solicit on the basis of Other than Full and Open Competition 10 U.S.C. 2304(c) (1) to: MyDefence (North America), LLC 92 Cornerstone Drive, Suite 218 Cary, North Carolina, 27519-8404 CAGE Code 7WED1 The Wingman 101 is a wearable personal drone alarm, capable of detecting remote controlled commercially available drones at long ranges. 7 Currently fielded Wingman 101 units are eligible for a 1-time technology refresh to Wingman 103. The technology refresh from Wingman 101 to Wingman 103 includes replacement of key electrical and hardware components. The proposed contract period of performance is four months. The proposed North American Industry Classification System (NAICS) code is 334511 Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. Note: The proposed services are considered non-commercial. The Government intends to procure this sole source requirement under Simplified Acquisition Procedures in FAR Part 13. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement in writing. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Comments shall be received, in writing, no later than 12:00 PM, Eastern Standard Time (EST), on 20 September 2018 to Emily.S.Hobbs.Civ@mail.mil. Any firm or individual submitting comments shall identify their firm name, point of contact, title, address and telephone number. If no affirmative written responses are received by 12:00 PM EST on 20 September 2018, an award will be made without further notice. Oral communications are not acceptable in response to this notice.
