REQUEST FOR INFORMATION This is a Request for Information (RFI). This is NOT a solicitation for proposals, proposal abstracts, or quotations. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. The Government will NOT be responsible for any costs incurred by the respondents to this notice. The notice is strictly for research and information purposes only. This notice is issued to help assist the Government in determining the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. All organizations with the capability and availability to perform the requirement under the applicable NAICS code are invited to submit a response to this notice. The Naval Air Systems Command (NAVAIR) Metrology and Calibration office (METCAL) request information on commercially available Secondary Vibration Calibration System (SVCS). NAVAIR METCAL is issuing this RFI as a means of conducting market research to identify parties having an interest in and the resources to support this requirement. Modified commercial items will be considered. The requirement will provide a replacement standard that can support the current NAVAIR METCAL SVCS. The workload for this system will include the calibration of accelerometers and velocity transducers. Table 1 includes a representative list of Navy's workload, but note that the Navy's Devices Under Test (DUTs) are not limited to just those mentioned in the list. Charge: 0.1 pC/g to 1000 pC/g b. Voltage: 0.1 mV/g to 1000 mV/g c. Velocity: 10 mV-sec/in to 1048 mV-sec/in •1.1.6 Provide System Uncertainty Budget documentation: a. The combined standard uncertainty of calibration products, using a coverage factor of 2 (k=2) to provide a 95% confidence level, shall be based on the methodology described by ISO16031-21 and NIST Technical Note 1297 along with the other uncertainty components as listed below: •o Laser Calibration of reference transducer and any other standards used to calibrate the SCVS •o Effect of calibration less than Reference amplitude •o Base Strain Sensitivity of Reference •o Nonlinearity of Reference Sensor •o Reference signal-to-noise effects •o Mounting Surface Perpendicularity to axis of motion •o Reference Sensitivity Drift •o Sensitivity of Conditioning Amplifier •o Voltage Ratio Error •o Influence from Relative Motion, including mass loading effect •o Influence from non-linearity of amplifier •o Influence from magnetic field from exciter •o Influence from Temperature Variation •o Influence from Vertical and Horizontal Transverse Motion •o Influence from acceleration distortion •o Influence of mounting parameters, cable, plug, torque •o Difference between Reference level before and after measurement •o Nonlinearity of Reference Signal Conditioner •o Sensitivity of Conditioning Amplifier calibration •o Gravity Influence •o Magnetic Influence •o Distortion Influence •o Frequency measurement •o Resolution b. Measurement uncertainties shall be specified over the entire range of operation. This shall be given as expanded magnitude and phase uncertainties with coverage factor of k = 2. The range may be broken into sub-ranges, if the uncertainty is dependent on frequency. The maximum measurement uncertainties of the magnitude and phase must not exceed the following values for complex sensitivity of accelerometers over the following intervals: •o For 2 Hz to <10 Hz, +/-1.25% magnitude and 0.5° phase •o For 10 Hz to <1000 Hz, +/- 0.75% and 1.0° phase •o For 1 kHz to <10 kHz, +/- 1% and 1.5° phase •o For 10 kHz to <20 kHz +/- 2.5% and 3.0 ° phase 1.1.7 The SVCS shall be able to deliver up to 1 g acceleration at the lowest required frequency of 2 Hz. 1.1.8 The SVCS shall be capable of handling DUT weights to 900 grams at a maximum acceleration and frequency of 20 g and 7000 Hz, respectively. 1.1.9 Warm-up Time: 15 minutes at max 1.1.10 Calibration Interval: The SCVS shall be able to meet and maintain all performance specification as indicated for a minimum of one year. 1.1.11 Can provide service and installation capability throughout the United States and key international countries. 1.1.12 Operating Temperature Range: 60°F to 85°F without affecting stated accuracy. 1.1.13 Operating Humidity Range: 20% to 60% RH without affecting stated accuracy. 1.1.14 Power Requirements: 110 V/220 V @ 50 Hz/60 Hz 1.1.15 Must provide the necessary test instrument mounting fixture(s) with the hole pattern that will be compatible for mounting multiple DUT types as listed in Table 1. 1.1.16 If SVCS must consist of multiple exciters, it is required that the amplifier, signal conditioner, and calibration software can serve across the multiple exciters. In other words, one system with multiple shakers configuration. 1.1.17 Material: It is preferred that the shaker(s) to be made of non-beryllium components especially for any parts that isn't enclosed away from contact with the operator. If beryllium must be utilized in the shaker design, it is required that the company provides the appropriate engineering control and personal protective equipment (PPE) to comply with OHSA's beryllium standard. Per OSHA's beryllium standard, 29 CFR 1910.1024, a permissible exposure limit of 0.2 micrograms per cubic meter of air (μg/m 3 ), averaged over 8-hours (PEL-TWA) has been established including a short term exposure limit (STEL) of 2 μg/m 3 over a 15-minute sampling period. 1.1.18 Humidity Operational Range: 20% to 60% RH without affecting stated accuracy. 1.1.19 Calibration of individual test, measurement and diagnostic equipment that makes up the SVCS shall be accomplished by comparison to external standards traceable to NIST. 1.1.20 The design of the instrument shall readily provide accessible calibration and maintenance adjustments. All calibration adjustments shall be designed to bring back the SVCS to its ideal theoretical operational condition within certain defined limits, e.g. corrections shall not cover for a defective SVCS. 1.1.21 All peculiar calibration fixtures and accessories needed for full calibration of the SVCS, such as plug-in extension boards, cables, special adapters, and special tools, shall be furnished with each unit delivered. These calibration fixtures and accessories shall be affixed to, or mounted within the unit, wherever possible, and their quantity held to a minimum. 1.1.22 Operating System and Software: All software must run under Microsoft Windows 10 Professional •1.1.23 Minimum accelerometer mounting surface diameter: 3.25 in •1.1.24 The system must be equipped with mechanical isolation to prevent ambient noise or noise generated by the system from degrading its performance. •1.1.25 Contractor shall provide the cabling kit that corresponds with the DUT's provided in Table 1. The kit shall contain all the necessary cables, connectors, and special adapters that can appropriately connect the DUT to the SVCS. Shall also provide documentation that identifies the specific cable and connector compatible with each DUT listed in Table 1. Respondents must provide, as part of their responses documentation of their capability to meet the above referenced in the form of brochures, data sheets, technical manuals, and/or other published items.
