- The United States Department of Agriculture (USDA) Natural Resource Conservation Service (NRCS) is preparing to issue an Invitation for Bid (IFB) for a Watershed project, Independence County, Arkansas. Contractors must be registered in and must complete the annual representations and certifications electronically via the System for Award Management (SAM) at http://www.sam.gov in order to be eligible for award. A firm fixed price construction contract is anticipated under Sealed Bidding procedures in FAR Part 14. A bid guarantee, in the amount of 20% of the bid, is required to be submitted with each bid. Sureties should use SF-24 Bid Bond form. The bid guarantee shall be emailed with bid and the apparent low bidder will mail the bid guarantee within 24 hours of request by Contract Specialist. Performance (SF-25) and Payment (SF-25A) Bonds, in the amounts of 100% of the contract price, will be required within 5 calendar days after award of the contract from the Contractor who receives the award for this project. This project has two periods of performance. The first project component, Departee Creek Clearning & Snagging, is estimated to be complete by August 2019. The second project component, Lake Whitstine Weir, is estimated to be complete by January 2019. Key Dates: September 25, 2018 - full solicitation package including final construction drawings, specifications, bid schedule, and wage rates will be posted and available from this website September 27, 2018 - site showing at 10am. Meet at 1370 Meadow Lake Rd, Oil Trough, AR 72564, (35.58833, -91.41974) October 24, 2018 - 2pm Eastern time, bids due via email to tami.lanier@wdc.usda.gov November 2, 2018 - Notice to Proceed issued by this date In accordance with FAR 36.204, the estimated magnitude of the project is between $500,000 and $1,000,000. The NAICS code for this solicitation is 237990, Other Heavy and Civil Engineering Construction. The Small Business Size Standard for this NAICS is $36.5M. The low bidder will be provided a list of follow-up questions via email ASAP to determine responsibility relating to this specific project and ability to meet the estimated completion dates for both project components. Responses to these follow-up questions is mandatory to proceed with the award.
