- Notice-of-Intent-Sipnose The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a sole source Firm-Fixed Price supply contract to Sipnose LTD. located at 2 Hacarmel, Upper Yokneam, 2069200, Israel (DUNS 533288887; Cage Code 4389A). The statutory authority permitting the acquisition of this requirement by other than full and open competition is 41 U.S.C. 1901. The Federal Acquisition Regulation (FAR) citation is 13.106-1(b)(1)(i), and the FAR citation title is "Only one source reasonably available (e.g., urgency, exclusive licensing agreement, brand name or industrial mobilization)". This acquisition is being conducted under simplified acquisition procedures. The intended procurement will be classified under North American Industry Classification System (NAICS) 334516 - Analytical Laboratory Instrument Manufacturing with a Small Business Size Standard of 1,000 employees. This Notice of Intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, all Contractors capable of meeting the requirement stated herein may submit technical data sufficient to determine that capability. All Capability Statements received by closing of this notification will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability Statements shall be submitted by email only as a Microsoft Word or Adobe PDF attachment to rudolph.j.spencer.civ@mail.mil. Statements are due no later than 10:00 AM Eastern Time (ET) on Tuesday, 18 September 2018. NO PHONE CALLS ACCEPTED.
