- Supply item - Commercial clauses - UID labeling required Sole Source Justification Atlas Simulators - REDACTED The Naval Surface Warfare Center, Panama City Division, (NSWC PCD), Panama City, FL intends to award a sole-source firm-fixed price purchase order to Seebyte LTD., Orchard Brae House, 30 Queensferry Road, Edinburgh, Midlothian, EH4 2HS, United Kingdom for two (2) each Neptune Simulator (product code: 31790NEPSIMV2). The purchase is not suitable for full and open competition for the following reasons: Seebyte LTD is the only company that provides this commercial item that will satisfy agency requirements. The Neptune Simulator is a system that provides payload control architecture, goal based mission planning and real-time autonomy engine for the Mk 18 UUV. It has been tested and integrated with the Mk 18 UUV and thereby is the only simulator that can meet the requirement. In summary, only one source is capable of providing the supplies or services required and other similar items are not acceptable. There are no other sources for this item that currently exist. Therefore, Seebyte LTD is the only known source capable of performing the tasking of this procurement. Est $27,000.00. NAICS Code 334511 applies. PSC 6605. This notice of intent is not a request for competitive proposals.
