- Limited Sources Justification for Gartner subscription and consulting services. This is a limited sources justification notice posted in accordance with FAR Part 8.405-6 and 5.301. The Department of Commerce (DOC) Enterprise Services-Acquisition intends to limit the number of sources solicited pursuant to FAR Part 8.405-6 for the procurement of subscriptions and consulting services from Gartner Research. Pursuant to FAR 8.405-6(a)(1)(i)(B), Gartner is the only source capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
