Description
Special Notice of Intent to Award a Sole Source Procurement THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD. The USGS, OAG Sacramento intends to award a firm-fixed price contract under the authority of FAR 13.106-1 to Sigma Eight Inc, of Aurora, Canada for MITAS Cloud based service.. USGS is using a network of radio telemetry tracking receivers (hardware) manufactured by Sigma Eight Inc. (SEI) to monitor radio transmitters placed on the Hawaiian Hoary bat. SEI can provide to the USGS a cloud based proprietary service called MITAS Cloud to retrieve data from SEI-manufactured telemetry receivers (which are remotely-deployed across the landscape) and store the data in a web accessible database. The MITAS Cloud server will keep the SEI receivers time synchronized within seconds and monitor for operational outages, optionally generating warnings and emailing them to the specified technicians. Services provided with the cloud server include visualizing and downloading the data in real-time from any location. The data will include, among other things, site name, receiver name, receiver location, antenna number, date, time, frequency, code and signal strength. SEI will provide to the USGS their proprietary cloud based service ¿MITAS Cloud ¿ to retrieve data from remote telemetry receiver sites that use SEI telemetry receivers and store the data in a web accessible database. Only this SEI service has the ability to interface with the SEI receivers and the stored data. The data from the SEI receivers is maintained in a proprietary algorithm and database. Only SEI ¿s MITAS Cloud site has the ability to keep the receivers time synchronized within seconds and monitor for operational outages. It generates system warnings and emails them to the specified technicians, thus saving the need to daily monitor the receivers in the field. It also provides basic tools to visualize and download the data. The data which is critical to monitoring the movements of the Hawaiian Hoary Bat include site name, receiver name, receiver location, antenna number, date, time, frequency, code and signal strength. This is a sole source notice published for informational purposes only and not a request for competitive quotes. Therefore, no solicitation document exists for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement by the time and date specified in this notice that provides sufficient details for consideration by the Government, via email to: jriccomini@usgs.gov.The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government. Phone calls will not be accepted in response to this notice. All information submitted should support the offeror's capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offeror's bona fide capability to provide these supplies/services. Verbal responses are not acceptable and will not be considered. The Government reserves the right to cancel this requirement.
