Description(s): SVS Cable Assembly Kits Document Type: Combined Synopsis/Solicitation Solicitation Number: N6339418T0190 Posted Date: 13 September 2018 Set Aside: 100% Small Business Set Aside NAICS Code: 334417 Contracting Office Address: Naval Surface Warfare Center Port Hueneme Division (NSWC PHD) 4363 Missile Way Port Hueneme, CA 93043 Delivery Address: Naval Surface Warfare Center Port Hueneme Division (NSWC PHD) 4363 Missile Way, Building 435 Port Hueneme, CA 93043 DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, "Streamlined Procedures for Evaluation and Solicitation for Commercial Items," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. The solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-100 and Defense Federal Acquisition Regulation Supplement (DFARS) Public Notice (DPN) 20180824. The associated North American Industrial Classification System (NAICS) code for this procurement is 334417, with a small business size standard of 1,000 employees. SALIENT CHARACTERISTICS: See Attached Drawings. OTHER REQUIREMENTS: I. General. a) The Contractor shall deliver all items within the schedule specified. b) The Contractor shall procure Cable Assemblies in accordance with the Attached Drawings. c) The Contractor shall not deviate from part requirements as detailed in the drawings. II. Drawings. d) The Contractor shall not substitute, change, or modify the Drawings. e) The Contractor shall manufacture and assemble all components to the specifications of the Drawings provided as Government Furnished Information (GFI). f) The Contractor shall adhere to all applicable Military Standards, specifications, and requirements on each Drawing. g) If the Contractor determines the materials cannot be procured or materials listed are incompatible due to obsolescence/DMSMS, the Contractor shall contact the Government Point of Contact to resolve any issues. III. Counterfeit Parts and Materials. h) The Contractor shall implement procedures to minimize the risk of procuring and/or using counterfeit parts and materials. Counterfeit parts may typically be used parts which have been refurbished and represented as new. These parts may or may not contain authentic components, and will often pass most if not all of the performance requirements and specifications. However, the part reliability may have been compromised during removal, handling, or remarking, and a reduced life can be expected. Counterfeit mechanical parts are typically improperly made, marked, or treated. Examples include: improper anodize or heat treatments (including falsified data), mismarked parts sold as a higher grade material, or used parts such as fasteners and sockets. i) Solicitations and subcontracts for all suppliers shall contain a requirement for procedures to minimize the risk of procuring and/or using counterfeit parts and materials. IV. Packaging. j) All materials shall be packaged using best commercial practices. k) All Cables shall be individually packaged and marked with part numbers and serial numbers clearly visible on the package exterior. l) All packages shall be marked with the delivery order number and assembly date clearly visible on the package exterior. V. Delivery. m) The Contractor shall deliver materials to the Government via traceable means by the dates provided in the purchase order. n) Inspection and acceptance will be performed at NSWC PHD. o) All materials shall be delivered with transportation prepaid and FOB Destination. p) The Government reserves the right to inspect and accept all materials up to 15 calendar days after receipt. q) Estimated delivery time is 12 weeks ARO. VI. Government Furnished Property / Information. r) The Contractor shall use the GFI only in the execution of this contract. s) All GFI shall be returned to the Government before the contract ends. t) The Contractor shall retain no rights to the GFI or any derivatives thereof. VII. Place of Performance. u) The Contract shall be performed at the Contractor's facility. DEFENSE PRIORITIES AND ALLOCATION SYSTEM: This is not a rated order under the Defense Priorities and Allocations System. OTHER INFORMATION: Submission of quotations shall be received no later than 24 September 2018 15:00 PST. No hard copies of the solicitation will be mailed. Quotations must be submitted in portable document format (.pdf) by email to the Primary Point of Contact (Christopher Seto) at christopher.seto@navy.mil with "N6339418T0190 - SVS Cable Assemblies" in the subject line. It is the responsibility of the offeror to submit offers to the POC at NSWC PHD by the closing date of 24 September 2018 15:00 PST. No questions will be accepted after 19 September 2018 15:00 PST. All changes to the requirement that occur prior to the closing date will be posted to FedBizOpps. It is the responsibility of the interested vendors to monitor FedBizOpps for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. EVALUATION FACTORS FOR AWARD: Evaluation - Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: i) Price (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
