- DRAFT Performance Work Statement The 374Th Contracting Squadron/PKBB, Bldg. 620, Yokota Air Base, Fussa-shi, Tokyo 197-0001, Japan is issuing this sources sought as a means of conducting market research to identify parties having an interest in the requirement to provide Catholic Director of Religious Education (DRE) Service at Yokota Air Base, Japan in accordance with the attached draft Performance Work Statement (PWS). SOURCES SOUGHT: THIS IS NOT A NOTICE OF REQUEST FOR QUOTE, BUT FOR MARKET RESEARCH PURPOSES ONLY! It does not constitute a solicitation and/or request for quote and is not to be construed as a commitment by the Government. In order to apply for this requirement, the Catholic DRE must be able to speak, read and write English fluently. A test of English for International Communication (TOEIC) score of at least 860 or equivalent certificate is required for non-native English speakers. The contractor must possess a four year degree or actual work equivalence in Religious Education or Administration of a Catholic Religious Education (CRE) program. The contractor must be knowledgeable in Catholic theology, experienced in working with adult volunteers and Liturgical norms upheld by the Archdiocese for the Military Services, Washington, DC. The contractor must have at least one year of experience in developing chapel/parish publicity and have knowledge of computer/software programs for word-processing, data collecting, scheduling and preparing slide presentations. The contractor must be an active member of the parish, baptized and confirmed Catholic in good standing with the Catholic Church. If married, the marriage must be a Sacramental marriage properly documented by the Church.
