- Notice of Intent - The USDA, ARS, WBSC intends to award a sole source procurement to NanoScience Instruments, 10008 S. 51st Street, Suite 110, Phoenix, AZ, 85044, as they are the sole source for this type covariance system pursuant to the authority of 41 U.S.C. 253(c) (1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award will be for a Phenom XL large stage, table top Scanning Electron Microscope (SEM) and associated equipment to allow for Energy Dispersive X-Ray Analysis (EDXA). Specifically this system must include or accommodate: 100mm x 100mm sample sizes or 36 1/2" SEM stubs, backing pump for turbomolecular pump, x/y motorized stage; 50mm x 50mm travel, high brightness, long Life electron source using a Cerium Hexaboride electron source, high definition backscatter detector, integrated navigation camera employing a high quality color video camera having same view as detector allowing for never-lost navigation: interactive relation between optical and electron, Secondary Electron Detector (SED), SED detector upgrade, Automated Image Mapping and Remote UI., hardware and software allowing for fully integrated energy-dispersive X-ray spectroscopy (EDS) for elemental analysis including software for EID Elemental Identification software and Elemental Mapping application software for EDS. NanoScience Instruments is the only known source for the Phenom XL large stage, table top Scanning Electron Microscope (SEM) and associated equipment. The Government intends to award a firm fixed price Purchase Order on or about September 1, 2018, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 2:00PM central time, August 31, 2018. Information received will be considered solely for determining whether to conduct a competitive procurement.
