Description
This is a combined synopsis/solicitation prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement is being issued as a request for quotation (RFQ) and constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-99. This combined synopsis/solicitation is set-aside 100% for Small Business concerns. The North American Industrial Classification Standard 238210 applies to this solicitation; business size standard is $15M. This solicitation is for a firm fixed price contract and will be awarded to the lowest priced technically acceptable offeror. The Contracting Officer reserves the right to award under a different NAICS if the company would still qualify as a small business under the solicited NAICS. The description of work is as follows: provide all material, equipment, labor, temporary power, and technical supervision to perform RVKQ 18-2602 High Voltage and Grounding System Maintenance tests and inspections. This will be a 3-Year Electrical Preventive Maintenance contract: Base Year; PLUS Option one: Year #2 and Option two: Year #3 (Separately priced). Your attention is directed to FAR CLAUSE 52.219-14 (c)(1) LIMITATIONS ON SUBCONTRACTING which states, "Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern," applies to this project. The following is needed: CLIN0001 - Quantity of one (1) JOB; Base RVKQ 18-2602 High Voltage and Grounding System Maintenance in accordance with SoW. CLIN0002 - Quantity of one (1) JOB; Option one: Year #2 RVKQ 18-2602 High Voltage and Grounding System Maintenance in accordance with SoW. CLIN0003 - Quantity of one (1) JOB: Option two: Year #3 RVKQ 18-2602 High Voltage and Grounding System Maintenance in accordance with SoW. CLIN0004 - Quantity of one (1) JOB: Contractor Manpower Reporting Application (CMRA): Section 2330a of title 10, United States Code (10 USC 2330a), requires the Secretary of Defense to submit to Congress an annual Inventory of Contracts for Services (ICS) performed during the prior fiscal year for or on behalf of the Department of Defense. The inventory must include the number of contractor employees using direct labor hours and associated cost data collected from contractors. CMRA is the system utilized to collect and provide the annual ICS to Congress. The result of this requirement will require you to report this information if you are awarded the contract. A Site Visit will be on Tuesday, 4 Sep 18 @ 1000 Location: Building 202 2665 Johnson Street Niagara Falls, New York 14304 Due to security conditions, all offerors must register to attend the site visit.
