Attachment 3_Grounding and Lightning Protection, 10 pages Attachment 2_B628 Tower, 1 page Attachment 1_AF Form 66_Schedule of Material Submittals, 1 page Solicitation W91SMC-18-B-6001, 38 pages The 182 Airlift Wing, Peoria, IL is issuing an Invitation for Bid (IFB) to award a single, firm fixed-price (FFP) contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for Project Number: 201801124, B320 Communications Tower located at the 182 Airlift Wing, Peoria, IL. Work of this contract comprises of providing all materials, tools, equipment and labor necessary to: THIS PROJECT IS SUBJECT TO FUNDS AVAILABILITY. Funds are currently not available for this project. In the event funds become available, this project may be considered for contract award after the solicitation phase is complete. The contractor shall provide all personnel, tools, materials, supervision, and other items and services necessary to construct a 60-foot, 65G series or equivalent with 1-meter lightning rod, self-supporting communication tower. Contractor shall perform land & soil survey to determine if land is suitable for sustaining loads produced by the communications tower. Contractor shall provide design and materials to produce a concrete foundation capable of sustaining the required loads as produced by addition of the communications tower. Contractor shall erect communications tower in the designated location. The contract duration is 59 calendar days after issuance of the Notice to Proceed (NTP). This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $36.5 million average annual revenue for the previous three (3) years. The magnitude of this construction project is anticipated to be between $25,000 and $100,000 in accordance with FAR 36.204. Your attention is directed to FAR clause 52.219-14 (b)(3) Limitations on Subcontracting, which states "By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for Construction by a general contractors, the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The date for the pre-bid conference is 06 Sep 2018, 10:00 a.m. CST at the 182 Airlift Wing, Supply Building #728, LRS Classroom, Illinois Air National Guard Base, Peoria, IL. Interested contractors are encouraged to attend the pre-bid conference and should register in accordance with the requirements to be provided in the upcoming solicitation for clearance to the facility. A site visit will follow each pre-bid conference. Directions and instructions for entering the base will be provided in the solicitation package. Actual dates and times will be identified in the solicitation. THIS NOTICE IS NOT A SOLICITATION. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. INTERESTED BIDDERS/OFFERORS MUST REGISTER WITH FEDBIZOPPS BEFORE ACCESSING THE SYSTEM AND ARE ENCOURAGED TO START THE REGISTRATION PROCESS NOW. Please note the registration for access to the secure site takes approximately 15 business days. PLAN ACCORDINGLY. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 15 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. Bidders/offerors who have registered with FedBizOpps must access the data for this solicitation with their MPIN. Bidders/Offerors cannot log into the FedBizOpps home page and search for data. This solicitation is a competitive bid and there will be a formal public bid opening.
