- AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 15B61819Q00000001B and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-100. The associated North American Industrial Classification System (NAICS) code for this procurement is 311999 with a small business size standard of 500.00 employees. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2018-08-27 12:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Atwater, CA 95301 The DOJ BOP Field Offices- USP ATWATER requires the following items, Meet or Exceed, to the following: LI 001: Kosher Fruit Flavored Drink Powder, Individual Serving Packet, Each Packets Makes 1 - 8 Ounce Serving When Reconstituted. 1000ct per case. Certified Kosher Parve. *Each individual package must be marked with the kosher certification hechsher., 80, CS; LI 002: Sugar Substitute, Non-Carbohydrate, Saccharin, Acesulfame K, Aspartame, Sucralose, Neotame, or Rebaudioside A, Granular, Packaged in Envelopes/Packets. (CID A-A-20178C, Types I-VI, Style A, Package 1). Each individual is.80 to 1.0 Gram. 2000ct per case., 200, CS; LI 003: Taco Shells, Corn, U Shaped, Enriched. (CID A-A-20143B, Type III, Style A, Shape b, Enrichment type i). Each. 200ct per case, 200, CS; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, DOJ BOP Field Offices- USP ATWATER intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DOJ BOP Field Offices- USP ATWATER is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Delivery of award to 1 Federal Way, Atwater, CA 95301 will be required beginning NO EARLIER THAN October 1, 2018 (first business day of October) and all award items must be delivered NO LATER THAN 12:30pm PST on October 12, 2018. ***Awards not delivered by the delivery deadline are subject to termination in accordance with FAR 52.212-4*** If you cannot meet the delivery deadline, do not bid. This is a supplemental solicitation to revise various line items from the original RFQ# 15B61818Q00000001 - any award as a result of this buy will be added to your RFQ# 15B61818Q00000001 award, if you are awarded items off of the original solicitation. FAR 15.304(e) Unless all offers are rejected, award will be made to the responsible Offeror whose offer, conforming to the solicitation, is determined to be the best overall value, price and other factors considered. In accordance with FAR 15.304(e), the evaluation factors other than cost/price, SPECIFICALLY PAST PERFORMANCE, when combined, are significantly more important than cost or price; however, cost/price will contribute substantially to the selection decision. Subsistence items will be rejected if they show an expiration date that has passed, including use or freeze by dates. USP Atwater does NOT accept manufacturer's letters.
