N00164-18-S-NC04- AEGIS Tech Insertion 16 MK6 MOD 0 Hardware Repair and Procurement - FSC/PSC - J058 - NAICS - 811213 Issue Date 24 AUG 2018 - Closing Date 19 OCT 2018 - Time 11:00 AM Eastern Request for Information (RFI) for AEGIS Tech Insertion 16 MK6 MOD 0 Hardware Integration MARKET RESEARCH - REQUEST FOR INFORMATION (RFI) N00164-18-S-NC04: This RFI is being issued by the Naval Surface Warfare Center, Crane Division, Radar Technologies Division. The Government is conducting market research to determine if the data the Government has is sufficient for a Contractor to perform hardware integration tasks in support of the U.S. Navy's AEGIS Tech Insertion (TI)16 MK6 MOD 0. Conceptually, a hardware integrator would be responsible for repair and procurement of those parts which are essential to the successful operation and execution of the MK6 MOD 0 system. In some cases, an integrator may also be required to procure these items in order to maintain adequate stock levels for the MK6 MOD 0 system as it is deployed fleetwide. The Government recognizes that, although the current Technical Data Package (TDP) includes both drawings and 3D models, it also has shortcomings; therefore, NSWC Crane is seeking industry help to identify TDP shortfalls and gain insight into current market capabilities. NSWC Crane is seeking recommendations, advice, and feedback from industry regarding the degree to which the TDP (as-is) could be relied upon for successful performance of the hardware integration tasking described above. RESPONSE FORMAT: 1.Complete and submit Attachment 1 AEGIS TI16 UNIQUE PARTS - REPAIRABLES: fill in "Contractor Response" column for each hardware component listed. a.Given the condition of the TDP, can this item be repaired? Y/N and amplifying remarks as appropriate. b.If unsuitable for repair, does your company have a method to procure a new replacement item? Y/N and amplifying remarks as appropriate (note: no deviations/substitutes). 2.Complete and submit Attachment 2 AEGIS TI16 UNIQUE PARTS - CONSUMABLES: fill in "Contractor Response" column for each item. a.Does your company have a method to procure the item? Y/N and amplifying remarks as appropriate (note: no deviations/substitutes). 3.Submit a whitepaper (not to exceed 20pgs), addressing the questions listed below. In addition to addressing these questions, NSWC Crane invites additional details, suggestions, and recommendations: a) Given the current condition of the TDP, what challenges, risks, and obstacles do you foresee? If possible, also provide a potential mitigation for each problem area. b) Is there sufficient information available in the TDP to PROCURE the items listed in Attachments 1 and 2? If no, what additional information would be required? c) Is there sufficient information available in the TDP to REPAIR the items in Attachments 1? If no, what additional information would be required? d) Should the Government anticipate a request for special test equipment associated with these hardware items? If yes, please describe. e) Is your company capable of developing acceptance test plans for these items? If not, what test and acceptance procedures would apply? f) What improvements should be made to the current TDP that would help facilitate this requirement? Contractors must be properly registered in the Government's System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the special notice attachment. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is not seeking or accepting unsolicited proposals. This RFI is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes. This is NOT A SOLICITATION FOR PROPOSAL and no contract will be awarded from this RFI. SUBMISSION OF RESPONSES: NSWC Crane will accept only electronic unclassified submission of responses.
