Description
SOW The USCG ATC Mobile has a requirement for the following services: Statement of Work: Purpose: Employ an accredited and certified calibration laboratory to provide electrical, pressure, torque, mechanical, physical/dimensional calibration, certification, repair and maintenance of aviation test and support equipment as directed by COMDTINST M13020.1G and CGTO PG-85-00-110 and in accordance with the requirements of ISO/IEC 17025, ANSI/NCSL Z450-1 and ANSI/NCSL Z540.3 or other industry criteria, where applicable, using standards whose accuracies are NIST traceable to the International Systems of Units. Period of Performance: This solicitation is for two years. Base Year (October 1, 2018 - September 30, 2019) Option Year One (October 1, 2019 - September 30, 2020). Task Requirements: A. Accredited calibration laboratory shall provide proof of current ANSI/NCSL Z450-1 and ANSI/NCSL Z540.3 accreditation in combination with ISO/IEC 17025 by A2LA or equivalent. Each calibration shall be subject to accredited calibration laboratory Quality Control oversight and shall be completed by technical experts who have documented certified training in the field of metrology. B. Each below-listed asset shall be accompanied by a current Certificate of Calibration, which shall state as a minimum the following information: 1. Asset Under Test (manufacturer, model number, serial number and calibration period) 2. Manufacturer Specifications (nominal sensitivity) 3. List of each Reference Standard used to test asset (calibration system, firmware, manufacturer, model number, serial number, date of last calibration and calibration due date) 4. Nominal Laboratory Conditions (temperature and humidity) 5. Test Profile (readings tested and respective results) 6. Calibration technician name and signature 7. Date asset under test certified C. Each below-listed asset shall be calibrated in an environmentally controlled test area with proper heating, air conditioning, moisture control, and dust protection. To include a dedicated 68-degree room where relevant. D. Each below-listed asset shall be calibrated by an accredited calibration laboratory who assumes primary responsibility for acquiring the required service and/or procedural guideline documentation. E. Each below-listed asset shall be calibrated using a valid calibration procedure based on the manufacture's recommendations and covering all aspects of the instrument under test. All aspects of the calibration are properly documented. Calibration accomplished incorporates best calibration practices ensuring product quality in accordance with the standards specified in calibration procedural guides and appropriate technical orders: 1. AFTO 33K-1-100C 2. Metrology Requirements List NAVAIR 17-35 MTL-1 3. AFTO 00-20-14 4. Original Equipment Manufacturers (OEM) technical maintenance/repair manual F. Upon completion of calibration procedures and asset certification, the company calibration decal/label is affixed to each calibrated asset showing equipment ID/Serial number in addition to the month, day, and year of calibration and the next calibration due date in the same format (YYYYMMDD or MM/DD/YYYY). Tamper proof seals shall be affixed to completed assets to ensure calibration validity. G. Turnaround Time is defined as the number of elapsed calendar days from receipt of asset to the date asset returned to ATC Mobile. Normal and routine turnaround time not to exceed thirty (30) calendar days. ATC Mobile may request a priority calibration for an accelerated turnaround time on a specific asset required by Aviation Engineering Department to complete critical aircraft maintenance. Accelerated turnaround time not to exceed seven (7) calendar days. H. All repairs will require approval authorization by ATC Mobile prior to work commencing above and beyond calibration. If repair required in order for asset to pass calibration inspection, accredited calibration laboratory will provide ATC Mobile with a written report of findings to include: 1. Discrepancies found 2. Repair component part number, quantity and per unit cost 3. Repair labor hours and per hour fee 4. Total invoice repair cost I. Accredited calibration laboratory will make pick-ups and drop-offs every month at ATC Mobile Hangar 2 on a prearranged date and time agreed to by the ATC personnel listed in this document. At that time, a receipt document listing all assets picked up from ATC Mobile and a separate receipt document listing all assets delivered to ATC Mobile shall be reviewed, dated and signed by both the ATC Mobile representative and the calibration laboratory representative present. J. Transport of assets shall be protected from the elements (including temperature and humidity) and excessive shock and vibration in a protective case/container. Padding protection between assets in the same vehicle will be required to protect knobs, dials and meter faces from damage if the load shifts. Physical characteristics of individual assets will dictate the extent of protection required during transportation. K. On-Site calibration service authorized for only Aviation Battery Charger/Analyzers (RF80-K and RF80-M). This on-site campaign necessary due to ATC Mobile's aviation-specific NiCad and Lead Acid battery cells required to complete instrumentation calibration. L. Accredited calibration laboratory is subject to All-Or-None (AON) instruction. Calibration laboratory must have capability to calibrate all below-listed assets. M. Accredited calibration laboratory shall provide an itemized billing statement each month, listing fee for each individual below-listed asset. Repair fees to be reported separately.
