Description
JUSTIFICATION & APPROVAL UNUSUAL AND COMPELLING URGENCY REQUIREMENT: Purchase of Galvanized Corrugated Steel Pipe 1. CONTRACTING ORGANIZATION: Coronado National Forest, Forest Service, USDA. 2. DESCRIPTION OF ACTION: Unusual and compelling urgency for purchase and delivery of 120 linear feet of 72-inch diameter, galvanized Corrugated Metal (steel) Pipe (CMP), including truck delivery to Safford, AZ, for a total of $13,113.75. 3. DESCRIPTION OF SUPPLIES: Purchase and delivery of 120 linear feet of 72-inch diameter, 16 gauge, 5x1 pattern with annular ends, galvanized Corrugated Metal (steel) Pipe (CMP), including truck delivery to 711 14th Avenue, Suite D, Safford, AZ 85546. 4. AUTHORITY: 41 U.S.C. 3304(a)(2) and Federal Acquisition Regulation 6.302-2, Unusual and Compelling Urgency. 5. APPLICABILITY OF AUTHORITY: Nearly 50,000 acres of forest was destroyed during the Frye Fire over the summer of 2017. The fire removed natural barriers that would have prevented major flooding in the area during monsoons. Due to heavy monsoons, severe flooding is occurring in the area. Several drainages that cross Forest Roads are now unstable due to the increase of water and debris flow. Two of these unstable drainages cross Bible Camp Road (Forest Road 508). The current drainages are unable to handle the increased flow and water and debris are now flowing over the road. This is eroding the road prism and structure. Without installing larger, more stable CMPs, it is likely that there will be a loss of hundreds of cubic yards of road prism and road structure. If this damage were to take place, Forest Road 508 would be out of commission for an extended period of time. Additionally, loss of this road would mean loss of access to private property as well as Forest Service recreation sites. 6. EFFORTS TO OBTAIN COMPETITON: There is only known manufacturer of CMPs in southern Arizona; Contech Engineering Services LLC. Delivery charge from more distant companies/locations would add a substantial percentage to the price of this CMP acquisition. The Forest went with the organization that could provide the equipment in the expedited timeframe and at lowest total expected cost. 7. FAIR AND REASONABLE COST: Online searches and verbal inquiries to vendors for similar products revealed provided pricing is competitive and within industry norms. 8. MARKET RESEARCH: Forest service technicians were consulted for the appropriateness of the expected purchase. Additional online searches and an SBA Dynamic SB search were conducted for research purposes. 9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION: The local weather during this time of year is very volatile and difficult to forecast. The next heavy rain could cause the complete washout and destruction of Forest Road 508, leading to the expenditure of additional funds and the loss of access to the privately owned lands beyond the area of concern. Due to these factors, the use of full and open competition would increase the time to repair the road and increase the likelihood that heavy weather would cause further, more costly damage. 10. INTERESTED SOURCES: Contech Engineering Services LLC. 11. STEPS TO FOSTER COMPETITION: Under emergency circumstances, requirements are solicited IAW appropriate FAR procedures fostering competition to the maximum extent practicable. 12.
