- Attachment A THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, NOR SPECIFICATION, NOR DRAWINGS AVAILABLE AT THIS TIME. The purpose of this Sources Sought is to identify qualified and experienced firms interested and capable of performing the work described herein. This notice is posted as a market research tool only. The Government will utilize this information in determining an acquisition strategy. This Sources Sought Notice is for firms with a North American Industry Classification System (NAICS) Code 237990 - Other Heavy and Civil Engineering Construction. The Norfolk District, Corps of Engineers is seeking qualified and experienced firms capable of performing maintenance dredging and disposal of dredged material by hydraulic dredge and pipeline at various shoal locations on the James River Federal Navigation Channel, spanning from Rocklanding Shoal to the Richmond Harbor locks. The contract will include maintenance dredging to required depths of 18 to 26 feet with 1 foot of allowable overdepth at each respective dredging depth unless indicated otherwise in the contract. Due to the anticipated window of availability to perform dredging operations, the Contractor shall be required to dredge, on average, a minimum of 7,500 cubic yards per day. In addition, the Contractor will be required to achieve pumping distances exceeding 10,000 linear feet. The Contractor shall place the dredged material in the designated Government-furnished upland or overboard placement areas as identified in the contract. The Norfolk District is considering award of a 3 year SATOC (Single Award Task Order Contract) IDIQ (Indefinite Delivery Indefinite Quantity) contract with one (1) base year and two (2) option years. Contract Value: The contract minimum is $1.5M and the contract maximum is $30M over the life of the contract. Document "A.01.23_Sources Sought_Attachment A" is attached for Potential Offeror's use. This document shall address, as a minimum, the Relevant Experience to include experience in performing efforts of similar size (value), scope (industrial building construction) and complexity (dredging projects) within the last 5 years, including contract number, indication of whether a prime or subcontractor, contract value, Government/Agency point of contact and current telephone number, and a brief description of how the contract referenced relates to this project. Also, this document will identify whether the interested party is a small or large business. Place of Contract Performance: Various Shoal locations on the James River Navigation Channel, Virginia, United States of America This Sources Sought Notice is not a request for Proposal, and should not be construed in any manner to be an obligation of the U.S. Army Corps of Engineers, Norfolk District to issue a contract, or result in any claim for reimbursement of costs for any effort you expend responding to this request. No solicitation is currently available. Interested Firms shall respond to this Sources Sought Notice no later 10 September 2018.
