- Description
- The Missile Defense Agency (MDA) is releasing the final RFP for the Type 4 (T4) Subscale Targets acquisition. This effort will be performed in accordance with the Statement of Work (SOW) incorporated as part of the Request for Proposal (RFP) Section J Attachment 01. Proposals are required to be delivered no later than 3 P.M. Central Time on October 15, 2018. The applicable North American Industry Classification System (NAICS) Code is 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Biotechnology and Nanotechnology). A library of classified and unclassified related documents will be made available to interested Prime Offerors. Access to the unclassified RFP documents will be granted through FBO.gov Additional RFP documents, including classified Attachments and the library of classified and unclassified related documents, may be obtained by submitting an email request to T-4SubscaleTargetACQ@mda.mil, subject line "Type 4 Subscale Final RFP." Access to the RFP and the Prime Offerors Library will be restricted to Prime Offerors personnel who have been cleared by MDA Contracting and Security Officials. Interested Offerors shall complete the Library Access Agreement Form. The form only needs to be completed once, and if Offerors have been previously cleared during the Draft RFP process they will not need to resubmit. Industry is reminded that interested Offerors must request access to RFP unclassified documents at https://www.fbo.gov and may also register to receive email notification when additional information, solicitation documentation, or amendments regarding this acquisition are issued and available for downloading. The MDA will not directly send Offerors the solicitation documents or any amendments. It is each Offeror's responsibility to periodically check this website for updates. The Government is interested in any questions, comments, or concerns that Potential Offerors may have regarding this RFP and the requirements contained herein. Unclassified questions shall be submitted to the following email address: T-4SubscaleTargetACQ@mda.mil. Subject line shall state "TC T4 HQ0147-17-R-0015-RFP Unclassified Questions. Classified questions shall either be emailed to: Russell.Robinson@mda.smil.mil and Krystal.Ballinger@mda.smil.mil, or they may be submitted via CD/DVD to: Missile Defense Agency ATTN: Russell Robinson MDA/DACT c/o MDA, "TC T4 HQ0147-17-R-0015-RFP Classified Questions" Building 5224 Martin Road Redstone Arsenal, AL 35898 The Government's intent is to provide responses to Industry questions in a timely manner. Responses to unclassified questions will be posted to FedBizOpps and responses to classified questions can be picked up by a certified courier. All classified and unclassified questions are required to be annotated on the "MDA Offeror Comments Matrix" format provided with the Draft RFP Section L Attachment 1. Offerors are encouraged to submit questions as soon as possible, but as stated in Section L Para. 2.1.2, questions and/or requests for clarifications concerning this solicitation shall be received no later than 30 calendar days prior to the due date for receipt of proposals. "Personnel and Facility Security Clearance Requirements This program will require access and utilization of classified information that is at the SECRET security level. Classified information that is classified above Collateral SECRET security level SHALL NOT be included in the offerors proposal submission. The security classification of the procurement is specified in the Contract Security Classification specification, DD Form 254.
