- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; this is a request for quotation (RFQ). Quotes are being requested and a separate written solicitation will not be issued. Quotes will be evaluated and awarded to the offeror with the lowest price technically acceptable. The Government reserves the right to award on a multiple award or an all or none basis. All firms must be registered in the System for Award Management database @ www.sam.gov and shall be considered for award. This combined synopsis/solicitation is issued as a Request for Quote (RFQ) W91SMC-18-Q-1011. Submit written offers IAW CLIN structure outlined in announcement. Oral offers will not be accepted. All firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-96 (effective 06 Nov 2017). This acquisition is being conducted as a 100% Small Business Set-Aside IAW FAR 19.502-2(b). the proposedNorth American Industrial Classification Standard (NAICS) Code is 238150 (Glass & Glazing Contarctors). The size standard for this NAICS is $15M. CLIn Struture is as follows: CLIN 0001: The contractor shall provide all labor, management, supervision, tools, material, and equipment required to perform the installation of window film at the 183 Wing, buildings P-16 and P-36. The window film shall meet the TEMPEST requirements for the directive ICD 705 and the DoD Infrared and Radio Frequency Emanation Protection Standards. The product shall be ASTM F3057-14 tested and exceeds IC requirements for RF attenuation. From a TSCM (Technical Surveillance Counter-Measure) perspective, the film should mitigate the largest amount of eavesdropping and espionage threats.
