- Please review and provide all information requested in Sections A, B, and M **This is a FY19 requirement and will start on 10/01/18** This solicitation is unrestricted for full and open competition to businesses that are registered in SAMS(System for Award Management). Technical evaluation of vendors quote will consist of technical capability to provide and perform specifications requested and offer must be found technically acceptable by Naval Medical Center Portsmouth after review. The Contractor shall be fully qualified to perform tests as requested. If response does not include enough information to perform a technical evaluation of testing capabilities it will be considered Non-Responsive. Quotes should reflect pricing on all items for consideration. All information identified in Section M of the RFQ must be included in your response. The government reserves the right to make a "Best Value" award with 1st consideration to vendors with superior past performance. This requirement will be issued as a "Best Value" requirement. Evaluation factors include: Technical Capabilities / Technical Approach, Past Performance, and Price Evaluation. Additionally, the government reserves the right to make an "all or none" award.
