- Notice of Intent: The USDA, ARS, WBSC intends to award a sole source procurement to Air Tractor Inc., P.O. Box 485, Leland Snow Way, Olney, TX 76374, as they are the sole source for this type of service pursuant to the authority of 41 U.S.C. 253(c)(l ) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award will be for the inspection/diagnostic and necessary repairs of a damaged Air Tractor model 402B airplane airframe to correct the damage in order to make an air worthy airframe. Air Tractor is the manufacturer of the airplane and is the only company that has the knowledgeable personnel to conduct inspections and is certified to make the necessary repairs for the Air Tractor. Additionally, some parts will be required to be milled and Air Tractor is the only company that has access to the specifications. Specifically, the following items will be considered, but work is not limited to these items: 1. Inspection for repairs 2. Material and service to repair the wings. 3. New propeller. 4. Painting, welding, etc... 5. Testing The Government intends to award a firm fixed Purchase Order on or about August 30, 2018. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:30PM central time, August 29, 2018. Information received will be considered solely for determining whether to conduct a competitive procurement.
