An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. NAWC-AD Lakehurst is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time quotes. Each line item requires that bids are an exact match to the part number included in the description with NO SUBSTITUTIONS ALLOWABLE. Each CLIN requires that Bids are an exact match to the part number and quantity included in the description. See attached brand name justification. This acquisition is a limited competition between the Original Equipment Manufacturer and its authorized distributors. Award shall be made to the lowest price, technically acceptable offeror that provides an exact match of the part numbers listed in the line items section of this solicitation. All questions shall be submitted by 26 July 2018, 1200 NOON EDT. The IDIQ contract establishes a contract vehicle setting for the contractual terms for subsequent issuance of Delivery Orders based on the terms and conditions of this IDIQ. All Delivery Orders shall be issued on a firm fixed-price basis. The IDIQ does not create an obligation to buy supplies beyond the minimum quantity guarantee contained within the terms and conditions of the IDIQ (See attachment N68335-18-R-0196). The contract resulting from this requirement shall be awarded as a Fixed Price IDIQ type contract with five (5) ordering periods as follows: Ordering Period 1 is from the date of the contract award through 365 days after the contract award. Ordering Period 2 is from the 366 days after contract award through 730 days after the contract award. Ordering Period 3 is from the 731 days after contract award through 1095 days after the contract award. Ordering Period 4 is from the 1,096 days after contract award through 1,460 days after the contract award. Ordering Period 5 is from the 1,461 days after contract award through 1,825 days after the contract award. Should there be any discrepancies between the solicitation (N68335-18-R-0196) and the FedBid line items, the solicitation shall take precedence.
