- Description
- The 107th Attack Wing, New York Air National Guard, intends to issue a Request for Proposal (RFP) to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the Construction of Project RVKQ162720A "Provide Generator Panel B901," Niagara Falls Air Reserve Station, Niagara Falls, New York (Niagara County). The generator supporting the facility is currently undersized to support the entire facility as it is currently configured with the automatic transfer switch (ATS) hooked into the main electrical panel. Portions of the facility require backup generator power and have been identified. The description of work is as follows: provide all investigatory / design efforts, labor, materials, plant, equipment and supervision necessary to install a generator panel feeding specified areas / electrical panels. This project is set aside 100% for Small Business. The construction/contract duration is 90 calendar days after NTP to include inspection. The North American Industry Classification (NAICS) Code is 238210, with a size standard of $15M. The magnitude of this project is between $25,000 and $100,000. Your attention is directed to FAR CLAUSE 52.219-14 (c)(3) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project. The date for the site visit is on Tuesday, 28 Aug 2018, 9:30 a.m. EST at the 107th Attack Wing, New York Air National Guard, Building 901, 9910 Blewett Avenue, Niagara Falls, New York 14304. Interested contractors are encouraged to attend and shall follow registration and base access requirements shown in the solicitation. The solicitation closing date is Thursday, 6 Sept 2018 and bids are due by 10:00 AM. Actual dates and times will also be identified in the solicitation. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation factors is Technical, Past performance and Price.
