- The purpose of Amendment 0003 is to: change clauses and provisions, change proposal form, change Department of Labor (DOL) Wage Determination (WD) and provide proposal instruction. 140G0218R0021 Amendment 0003 Attachment 6 Clauses & Provisions replaces 140G0218R0021-2 Attachment 4 Clauses & Provisions. 140G0218R0021 Amendment 0003 SF 1449 SOLICITATION/CONTRACT/ORDER FOR COMMERCIAL ITEMS replaces SF 1442 SOLICITATION, OFFER, AND AWARD (Construction, Alteration, or Repair). 140G0218R0021 Amendment 0003 Attachment 7 DOL WD 2015-5497 Revision 6 of 08/06/2018 replaces 140G0218R0021 Amendment 0002 Attachment 5 DOL WD 2015-5497 Revision 5 of 01/10/2018. Proposals shall include: 140G0218R0021 Amendment 0003 SF 1449 with Price Schedule for Daily Rate, Other Services Itemized Rates, and optional bonding prices completed; and, required Non-price Evaluation Factors support documents and information. The purpose of Amendment 0002 is to revise the work statement, revise the body of clauses and provisions, revise the wage determinations, and extend the solicitation. Attachment 3 is the Revised Commercial Item, Performance-based Work Statement, which replaces all former construction work statements or statements of work. Attachment 4 is the Revised Commercial Item Clauses and Provisions, which replaces the Construction Clauses and Provisions. Attachment 5 is the Revised Department of Labor (DOL) Services Contract Act (SCA) Wage Determinations (WD), which replaces the DOL Davis-Bacon WD. This solicitation responses due date is extended to 08/22/2018. Amendment 0001 provides answers to vendors questions; Attachment 2 provides the answers to vendors questions 01 through 04. This Solicitation Notice is to announce the U.S. Department of the Interior (DOI), U.S. Geological Survey (USGS) has a requirement for drilling to collect sediment cores from beneath Lake Powell, Utah, USA for scientific study. The solicitation number is 140G0218R0021 and is being issued as a Request for Proposal (RFP). The policies contained in FAR Part 36, in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in Part 15, as appropriate, shall be used for this acquisition. This is a 100% Small Business Set-aside. The associated NAICS code is 213112 Core Drilling, Exploration Services; which has a small business size standard of $38.50M. A copy of this solicitation may be accessed at www.FedConnect.net using Reference Number 140G0218R0021. All requirements for preparation, submission, and receipt of proposals contained in the FedConnect solicitation shall be adhered to. The National Environmental Policy Act (NEPA) evaluation has not yet been completed for this project. Prices for this solicitation shall be available until 09/30/2018.
