- JFOC Solicitation This solicitation notice is to comply with the requirements of FAR 5.102(a). This notice is not a request for competitive quotes. However, all responsible sources may submit a quote. Quotes received by 4:00 pm ET, on August 24, 2018 will be considered by the Government. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the Government. Inquires will only be accepted via email to agray@bbg.gov and jacosta@bbg.gov. The Voice of America (VOA) located in Washington, D.C., intends to negotiate and award a firm fixed price contract to ChyronHego, 5 Hub Drive Melville, NY 11747-3503. ChyronHego is a small business and the sole provider of the Channel Box, Mosaic XL, Camio, Graffiti SDI, MediaMaker Server, MediaMaker Blade and Lyric-AVID plug-in software for television computer graphics playout. ChyronHego is the only suggested source who can provide the requirements, due to the proprietary nature of the graphics playout software. The North American Identification Classification System (NAICS) code for this requirement is 334220, and the size standard is 1,250 employees. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one under the authority of FAR 6.302(c)(1).
